The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. With an annual budget of over $600 million in state and federal funds, 7 regional offices, 3 laboratories and over 1,100 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury.
Position Overview
This purpose of the position is to fulfill disease surveillance, data analysis, data transformation, and support reporting for the refugee health program. This position supports monitoring and evaluation to inform programmatic decision making. This position is needed to fulfill federal and state grant project tasks from application work plans and required programmatic and grantor reporting. The successful candidate will have significant past experience working with refugee, immigrant, and migrant communities along with the organizations that support them. The ideal candidate possess strong analytical, planning, data transformation and reporting skillset. Additionally, the successful applicant will possess strong written and verbal communication skillset as evidenced by prior work communication with Refugee Health Program partners and relevant stakeholders.
Job Responsibilities
- Creates and or updates environmental scans.
- Assist in the technical assistance to community based organizations.
- Supports program monitoring and evaluation.
- Collaborates with internal programs and external stakeholders on research projects related to refugee and migrant health.
- Completes all routine and ad hoc reporting of refugee health screening and refugee health promotion programs.
- Researches scientific and evidenced based practice to identify solutions to refugee health issues, particularly those identified relating to COVID disparity, Utilizing the ReHAPI, EDN, WRAPS, EDW, INEDDS, ICARE and other databases to identify trends in health outcomes among refugee immigrant and migrant populations for use in developing plans to create targeted approaches to decrease identified disparities,
- Uses expertise in survey design and statistical methods to coordinate data collection improvement, integration, and analysis.
- Generate reports, info graphics, dashboards, and presentations.
- Design special surveillance activities to understand the impact of SDOHs and disease on RIM populations.
- Researches scientific and evidenced based practice to identify solutions to refugee health issues, particularly those identified relating to top causes of morbidity and mortality.
- Completes routine, programmatic/federal/state required reporting, Quantitative and qualitative analysis of COVID-19 impact on Refugee Immigrant and Migrant populations, Design special surveillance activities to understand the impact of COVID-19 and RIM populations
- Completes surveillance projects related to health issues of refugees and migrants.
Minimum Qualifications
- Requires three (3) years of experience in epidemiological analysis, data processing operations, and working with statistical software (e.g. R, SAS, Stata, SQL).
- Requires 3-5 years experience in health surveillance, complex data analysis, data transformation, program evaluation and monitoring, reporting, presentation, and interpretation of data and statistics.
- Requires at least two (2) years of experience in presenting and reporting, both orally and in writing.
- Requires two (2) years of experience developing systems of action.
- Requires a Masters in Public Health with a focus in epidemiology and/or biostatistics or higher level of education such as PhD with focus in epidemiology/biostatistics.
- Requires at least two (2) years of experience working collaboratively with staff and management professionals in planning and developing assignments and conducting evaluation studies.
- Requires at least two (2) years of experience working with geospatial software such as ARCGIS, Geoda, & ArcMap.
Preferred Qualifications
- Prefers at least one (1) year of experience working with public health indexes such as the SVI, CCVI, surveillance system data such as BRFSS, INEDDS, and the ACS.
- Prefers at least two (2) years of experience working with racial and ethnic minorities including refugees, immigrants, and migrants.
- Prefers two (2) years of experience working in a public health agency or similar setting with demonstrated experience working in the communicable disease epidemiology field.
- Prefers at least five (5) years of complex data analysis
- Prefers at least two (2) years of experience working in the areas of diversity, equity, inclusion, and health equity.
Work Hours: Monday - Friday 8:30 to 5:00

This is not a full time position. It is a temporary contractual position that does not includeany benefits. The term of this contract is for 2 years, however, it is "at will" and may beterminated by the State of Illinois (IDPH) without notice.
