Qualifications


General Description:


The Quality Improvement (QI) Coordinator supports compliance with contract requirements, pursues opportunities to improve client treatment services, and resolves identified problems. They also ensure that Options operates within the Oregon Administrative Rules (OARs) relevant to Options’ programs and services, and within the contracts and agreements under which Options is obligated. The QI Coordinator will oversee all quality improvement processes, facilitate trainings, and ensure compliance with quality improvement plans and agency policy and procedures. Extensive travel within the state is required.


Minimum Qualifications


At least five years’ office/administrative experience or an equivalent combination of education and experience. Must possess good verbal and written communication skills, including technical writing abilities. Strong experience in understanding and accurately interpreting OARs, providing targeted training, creating quality plans, and supporting compliance. Must be computer proficient in a Microsoft Windows environment and familiar with use of an electronic client/health record (ECR). Must have reliable transportation, a valid driver’s license, automobile insurance, and be able to pass a criminal background check.


Preferred Qualifications


Supervisory experience in a related field. SQL programming experience. Experience in child and family mental health within a managed care and community-based treatment setting.


Essential Duties And Responsibilities


Compliance 55%


  • Create accurate, relevant reports using the electronic client record (ECR).
  • Maintain appropriate records of quality improvement activity as part of the documentation for the agency; submit for senior director approval all required reports in a timely way for reporting deadlines.
  • Prepare for CCO, OHA, and other audits, as needed.
  • Conduct internal audits to ensure that client services are accurately documented, meet contract requirements and timelines, and adhere to OARs and other guidelines.
  • Ensure that the Policy and Procedure manual is reviewed and updated to adhere to all requirements.
  • Facilitate the development of short- and long-term quality improvement activities to address problem areas and support efficient service delivery, workflow, or utilization of staff time.
  • Work with the Information Technology Department to perform periodic privacy risk assessments and conduct related ongoing compliance monitoring activities in coordination with HIPAA and OAR requirements.


Quality Measures 35%
  • Collaborate with the Behavioral Health and Social Services senior directors to oversee the collection, interpretation, preparation, and reporting of data on quality indicators for each region.
  • Collaborate with Behavioral Health and Social Service senior directors to develop and implement a structured and ongoing process to assess, monitor, and improve the quality and effectiveness of services provided to individuals and their families.


Other 10%
  • Serve as the agency’s identified privacy officer and compliance officer.
  • Manage initial response to Sentinel Event reports, including reporting to outside agencies.
  • Provide developmental guidance and assistance in the identification, implementation, and maintenance of the organization’s information on privacy policies and procedures in coordination with leadership and administration.
  • Review and respond to ECR system help desk tickets as needed.
  • Oversee and evaluate the work of the QI team.
  • Collaborate with Behavioral Health and Social Service senior directors to respond to and track Critical Incident reports and client grievances.
  • Participate in other management, quality improvement, compliance, or related activities as assigned.


Working Conditions
  • Extended periods of focus and attention and computer use are frequently required.
  • Requires continual mental concentration and attention to details.
  • Extended periods of time sitting at workstation updating client records, and phone work.
  • Ability to manage the stresses of working with divergent goals/priorities of various team members.


Will travel throughout Western Oregon with personal vehicle.
