Job Description

MAJOR POSITION DUTIES & RESPONSIBILITIES:

  • Assists in gathering and organizing diverse program and technical HCBS information for Department exec staff to use in public forums and answer questions for other states, other Commonwealth agencies, and the legislature.
  • Review, compile and prepare progress reports, monitoring results and assist with the preparation of the waiver assurance measures to include ad hoc requests.
  • Coordinate monitoring activities of the regional Quality Management Efficiency Teams.
  • Review, analyze and communicate applicable Departmental, State and Federal policies, procedures, and CMS waiver guidelines where applicable.
  • Maintain working knowledge of Medical Assistance regulations including but not limited to 55 PA Code Chapters 52, 1101, 1150, governing Home & Community Based Services (HCBS) Waiver Providers.
  • Review data to prepare reports and correspondence that supports the field work of the Quality Management Efficiency Teams.
  • Maintain monitoring narratives in various data bases for ongoing projects. Create, maintain, and utilize monitoring logs to evaluate and report the compliance with approved projects, requests, stipulations, and addendums.
  • Monitor and approve leave usage and expenses to ensure compliance with Department requirements.
  • Monitor work results of the field staff to ensure regional goals and objectives are achieved.
  • Analyze all bulletins, regulations, publications and so forth to evaluate pertinence to the operations of HCBS providers and report findings to the Director of Fee-for-Service Operations.
  • Plans, organizes, prioritizes, and manages multiple work efforts across application teams.
  • Assist with the retention of staffing by participating various processes to include job description development, interviewing, hiring, and overseeing the training of new staff in accordance with applicable Department policies and standards.
  • Develop and maintain databases for data input, research, and analysis, for reporting purposes.
  • Review and analyze special projects to determine the likely effect on the QMETs processes and home and community-based providers.
  • Develop and maintain policy and procedure manuals to ensure organizational consistencies and coordinate distribution and training of applicable materials to appropriate staff.
  • Participates in meetings pertaining to HCBS with advisory committees or other non-departmental groups as necessary.
