Job Description
This position is responsible for monitoring and reporting of all departmental data and data protocols, quality assurance and scheduling of all classroom-based assessment work. It maintains strong relationships and communications with partners, clients, the community, and assessment teams to ensure integrity and quality assurance of all department projects, including the administration of Colorado Shines, the state Quality Rating and Improvement System (QRIS).


Key Responsibilities & Duties


Data Program Development & Enhancement


  • Creates and facilitates provider training or information sessions focused on Colorado Shines Rating criteria; attends conferences, trainings, and meetings to maintain knowledge of all requirements
  • Develops and implements plans that align with the organization’s goals and ensures proper resources are in place to achieve project goals; ensures that the plan includes strategies for smooth implementation and customer support for all ratings and assessments
  • Manages and evaluates the Quality Data Team which includes checking data entry, reviews for accuracy, provides constructive feedback, develops, and implements quality assurance protocols, etc.
  • Serves as the technical liaison with the state/rating vendor; meets regularly with the technical administrator
  • Fields inquiries and provide information to early childhood programs on ratings and assessments; disseminates information and supplies reports to the Director
  • Forecasts rating and assessment activity across the state; builds and maintains adequate rating and assessment staffing capacity; works with the Management Team to identify ratings-related projects and other projects that the team can support
  • Awards alternative pathways and manages resubmissions for Colorado Shines Ratings
  • Builds and maintains effective relationships with internal and external stakeholders; collaborates with key partners in the evaluation and reconstruction or upgrades; serves as an advisor when changes are made to projects
  • Oversees rating and assessment scheduling systems for all assessment work; works in collaboration with the Management Team to create monthly schedules for the assessment team; collects applications or contracts and enters information into software/online systems


Quality Data Team Lead


  • Oversees and develops the Quality Data Team to build their expertise; provide support and guidance on their activities and workflow; provides regular performance feedback and establishes performance plans; review and monitor monthly schedules for observations and evidence reviews to plan and organize workload
  • Develops, implements, and monitors policies, procedures, and protocols for the Quality Data Team for all assessment projects including quality assurance processes with a focus on empirical rigor; ensures, develops, and maintains procedures and oversight for the review of accurate program data during evidence review/quality control
  • Supports effective integration between data and assessment teams, ratings and assessment, quality improvement efforts and all other organizational programs
  • Supervises engagements with statewide programs and partners and provides clear guidelines and adherence to project standards and procedures
  • Recruits, interviews, hires, and trains new staff within the department


Data Management, Analysis, and Reporting


  • Ensures precautions are taken to protect sensitive and confidential information, including the use of security protocols and proper procedures for the handling of digital, electronic, and hardcopy data
  • Organizes, analyzes, and reports department data collected from various sources and utilizes several tools to provide a clear understanding and communication of data
  • Collects and manages collection of high-quality quantitative and qualitative data as needed for projects; creates and maintains effective systems for the gathering, quality assurance, and storage of all electronic and physical data related to all department projects
  • Produces timely, high-quality reports for internal and external stakeholders


Qualifications


Education


Required: Bachelors Degree in Early Childhood Education, Education, Educational Research Methods, Human Development, Curriculum and Instruction, Adult Learning, or Psychology


Preferred: Masters Degree in Early Childhood Education or related field


Certifications or Licenses


  • Infant Safe Sleep
  • Abusive Head Trauma Certifications
  • Standard Precautions
  • Mandatory Reporter Certification


Experience


Required: 2 years in an Early Childhood Education setting, Research, Education


Preferred: 5+ years in Early Childhood Education setting


Training


  • Experience using Salesforce or similar data systems preferred
  • Official Trainer through Colorado’s Professional Development Information System


Other Special Requirements


  • Current PPD-TB and physical examination
  • Must successfully pass a background check and all regulatory requirements
  • Bi-lingual in Spanish preferred

  • Expert in Microsoft Office Suite; ability to learn and adapt to new software and online systems
  • Ability to identify and seek needed information/research skills; can maintain and process a variety of information
  • Excellent oral and written communication skills; excellent editing skills with the ability to write concisely and accurately

  • Planning and creative skills; ability to create and deliver proposals and presentations independently
  • Excellent leadership skills with the ability to build effective and credible relationships and lead a team; serve as a trusted partner within their team and the organization
  • Excellent customer service skills and can work with individuals of all backgrounds in a respectful manner
  • Excellent analytical skills; can analyze and represent data in a variety of ways
  • Maintain provider confidentiality and conflict of interest protocols
  • Ability to travel in-state and sometimes out of state for assessment work/partner meetings/conferences

Compensation


$60,000 - $65,000 annually
