Job Description
Meritage Homes is seeking a Vice President of Purchasing in our Houston Division. The Vice President of Purchasing is a key leadership position responsible for leading the Purchasing Department and providing strategic direction with focus around achievement of divisional goals and business plan needs. This role collaborates closely with other departments while leading a team and providing guidance for support to deliver results and achieve costing targets.


FUNDAMENTAL JOB DUTIES/RESPONSIBILITIES


Essential


  • Has Divisional responsibility for all’ on-site’ purchasing operations including establishment of job cost budgets, plan development, bidding, estimating, specifications, options, rebates, hiring Subcontractors and negotiating contracts.
  • Coordinate with Accounting and Legal to prepare contracts and related documents, confirm that pay schedules and amounts coordinate with accounting requirements. Ensure proper execution of all contracts and binding documents.
  • Work with architects and engineers to coordinate new product through all development stages.
  • Ensure on-site functions such as contracts, work orders, starts and distribution of construction information to Construction Operations and Subcontractors meet company standards.
  • Ensure the division has a large diversity of Subcontractors and quality suppliers with an emphasis on “best value” performance.
  • Hire, train and direct the work of the division Purchasing staff.
  • Plan for cost increases or decreases in commodity items such as lumber, drywall, insulation, et al., and continually search for contractors/vendors who can build homes at the best price, best quality, and are able to maintain production schedules in order to maintain the Company’s competitive position.
  • Serve as the liaison to Subcontractors and builders; negotiate conflicts as they arise.


Monthly
  • Provide continuous review of division budgets and actual construction costs to ensure proper option pricing.
  • Value engineer plans, update scopes-of-work; write new ones as needed.
  • Oversee the review of architectural/construction plans for accuracy and practicality of construction and conduct ongoing pricing reviews for correctness.
  • Establish job specifications and scope-of-work for contractors; review/write contracts for the Subcontractors as needed.
  • Analyze costs and budgets to minimize construction costs and maximize profit margins.
  • Pursue division-wide contracts to ensure best pricing available and receive any rebates due for the division.
  • Prepare budget forecasts on all products and labor for new communities.


Quarterly


  • Oversee and/or negotiate the purchase of labor and materials, write/review contracts and scopes-of-work for new home construction, land/site development, model center construction and maintenance.
  • Develop and implement Standard Operating Procedures and divisional goals in accordance with National Purchasing directives.
  • Develop budgets, secure bidding for Hardscapes (i.e. clubhouses and accoutrements, guard houses, gate systems, community pools, tot lots, bridges, walls, signage etc.) for new projects in development
  • Special Projects and assignments, frequent and ongoing
  • Oversee the Estimating group in the preparation and validation of material takeoffs.
  • Coordinate options schedule, pricing and specifications with sales and marketing, including interface with architects, engineers and government agencies.


Education


  • Bachelor’s Degree required; Degree concentration in Construction Management, Supply Chain, Business Management or related field preferred


Experience


  • Solid background in all phases of new home construction, land development, and contract negotiation and administration
  • Experience with a public homebuilder strongly preferred
  • Five (5) years of management experience leading purchasing teams
  • Ten (10) years of construction purchasing and estimating experience, with a minimum of five (5) years in the homebuilding industry
  • Two (2) years of experience with local, state and federal building codes and ordinances


Technical Skills


  • JD Edwards Enterprise One and BuildPro experience strongly preferred
  • Knowledge of homebuilding and construction systems/processes, building codes, and local ordinance construction guidelines.
  • Proficiency with Microsoft Office applications with advanced skills in Excel
  • Must be able to read blueprints.
