Job Description
Under limited supervision, purchases equipment, supplies and services for moderately complex to complex commodity areas with accurate and timely issuance of purchase orders in accordance with established policies and procedures, acts as technical advisor and resource person to departments for Purchasing procedures, state and federal guidelines, and establishes and approves sources of equipment, supplies and services; may perform related duties as assigned.

DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)

1. Purchases equipment, goods, including more complex commodities and services, which may include but is not limited to, equipment repairs, purchase of chemicals, small construction services, personnel services.
2. Consults with and provides technical advice to department personnel on procurement needs. Advises departments on purchases, procurement procedures and recommends types of goods, services and suppliers.
3. Receives, analyzes and processes purchase requisition for goods and services based on quotes, contracts and price agreements.
4. Performs value and price analysis by exploring pricing agreements: federal, state and local contracts, and other source pricing, to ensure best pricing, and evaluates alternatives.
5. Contacts vendors regarding products, specifications and pricing. Places orders with authorized vendors. Evaluates and selects sources of supplies and services. Selects and evaluates vendors by meeting with suppliers, investigating facilities, capacity and stability to meet quality requirements and Federal/State/Local guidelines. Advises supplier of the City’s policies and procedures.
6. Consults with department personnel on procurement needs. Advises departments on purchases, procurement procedures and recommends types of goods, services and suppliers.
7. Schedules and expedites delivery, billing and receiving documents.
8. Creates Requests for Quotations and Invitations to Bid for goods in a professional format from information received from City Departments.
9. Verifies departmental account numbers and budgets for fund availability. Determines if the appropriate account is being used for type of purchase; identifies capital acquisitions.
10. Initiates and administers asset tagging for capital equipment including: vehicles, machinery, and other miscellaneous items.
11. Maintains procurement files and records.
12. Reconciles vendor statements, invoices and receipt of property. Assists accounts payable with resolving and researching payment issues.
13. Inputs a variety of purchasing information into computer application as needed.
14. Performs related duties as assigned.

Purchasing Agent I

$21.13 -$26.41-hourly - pay grade 48

Purchasing Agent II

$ 23.32 - $29.16 hourly - pay grade 52

Qualifications


Purchasing Agent I

Associate degree from an accredited college or university or an accredited technical school with a major in Business Administration, Finance, Economics, Marketing or a directly related field (education will be verified using the “Education Requirements” listed below), and two (2) years of experience in progressively responsible procurement, purchasing/acquisition related work in a public sector organization, or any equivalent combination of education and experience.

Purchasing Agent II

Associate degree from an accredited college or university or an accredited technical school with a major in Business Administration, Finance, Economics, Marketing or a directly related field (education will be verified using the “Education Requirement” below), and four (4) years of experience in progressively responsible procurement, purchasing/acquisition related work in a public sector organization, or any equivalent combination of education and experience, with at least two (2) years of job experience. Bachelor’s degree in Business Administration or Public Administration is preferred.


A valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.


International degrees will be evaluated to determine if they satisfy qualification requirements.

The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.

The City of West Palm Beach allows remote work assignments for certain job classifications and under certain conditions in accordance with Remote Work Policy 4-20.
