This is professional research and analytical work in the collection, analysis, and presentation of criminal, offender, and juvenile data. The work requires knowledge of the methods and techniques used in research and analysis of criminal data which is usually gained through formal education and work experience. Contacts require skills in understanding and influencing others which are important in collecting data and presenting results of analysis to others. The work is performed following substantially diversified procedures and specialized standards with latitude to consider which procedures to follow and in what sequence to achieve the required job results. The work involves differing situations requiring the use of judgment in searching for solutions or new applications within one's own experience. The work is performed in an office environment. Operates personal computers, plotters, and printers, utilizing relational databases, graphics, Geographic Information Software (GIS), spreadsheets, word processing, desktop publishing, mainframe downloads, and related applications. The physical demands consist mainly of sitting at workstations using microcomputer equipment for extended periods of time and the lifting of objects weighing less than 50 pounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, and well-defined policies; the worker plans and organizes the work and determines priorities; and the work is reviewed, usually after the fact, in terms of quality, accuracy, timeliness, usefulness, and adherence to established methods, standards, and policies.


Examples of Work


Collects criminal and offender data on robberies, burglaries, sexual offenses, murders, auto thefts, juvenile arrests, traffic accidents, and special requests. Systematically examines data for entry/coding errors to ensure integrity. Analyzes data to identify trends and patterns in suspect characteristics, methods of operation, and spatial and temporal information; such as, serious habitual offenders, crime rings and crime locations. Assists detectives in crime solution by identifying appropriate analyses. Presents analyzed data in reports, tables, maps, charts, graphs, summaries, presentations, meetings, etc. Meets with police personnel to discuss and determine data and information needed. Measures and forecasts long-term public safety related activity utilizing quantitative and qualitative methodology. Operates personal computers and associated equipment. Demonstrates proficiency in the City of Jacksonville's competencies. Performs related work as required.


Knowledge, Skills And Abilities


Knowledge of research and data collection methods and techniques. Knowledge of statistical and analytical principles, techniques and procedures. Knowledge of policies, goals, and procedures of the unit in which employed. Knowledge of relational database structures, queries, files, fields, etc. Ability to research and compile data. Ability to research and compile data, conduct special studies, and prepare written reports and correspondence. Ability to identify trends and patterns in statistical information and displays. Ability to operate standard office equipment such as personal computers, printers, fax machines, and related equipment. Ability to manipulate database, word processing, graphical software, GIS and spreadsheet applications to create bulletins, reports, summaries, graphs, charts, maps, and tables. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.


Open Requirements/Supplemental Information


A four year combination of education from an accredited institution and/or professional experience in research, data analysis, and statistical work, which provides the necessary knowledge, skills and abilities. A Bachelor's Degree from an accredited institution with a major in criminal justice, criminology, information systems, statistics, geography, or related field is required. A Master's Degree from an accredited institution is preferred. Prior work experience in law enforcement is preferred.


Other Requirements


The probationary period for this class is twelve (12) months. This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (0401).

Licensing/Certification/Registration


FLA Class E Driver's License Is required prior to appointment & must be maintained. City of Jacksonville Public Driver Certification Must qualify for prior to appointment, obtain and maintain during employment.
