This position is within the Bureau for Global Health, at the U.S. Agency for International Development (USAID).

Duties
  • Synthesizes and disseminates key research findings, methodologies, and best practices for HIV/AIDS to advance USAID/PEPFAR programs and development of recommendations for OHA and USAID for strategies and investments.
  • Serves as a technical expert on Agency-wide activities and related projects or studies that have significant impact on USAID and PEPFAR HIV program goals.
  • Serves as a technical backstop for PEPFAR countries and provides consultations to USAID field Missions and PEPFAR teams on the development, implementation, and monitoring of activities to advance and sustain the HIV response.
  • Manages/evaluates centrally managed awards in the area of health science; prepares concept/background papers for new activities/procurements. Manages program, financial, and reporting processes. Serves as COR/AOR as needed.
  • Leads analyses and development of concepts for new and/or revised USAID and PEPFAR policies, and programmatic guidance related to HIV/AIDS and broader health goals.

Qualifications
Specialized Experience:
GS-14You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) programming, managing and/or supporting a social and behavior change (SBC) or behavioral science programming within HIV clinical or prevention services and/or health programming in a low-to-middle-income country; (b) serving as a lead Agency technical expert and resource for planning or implementation of SBC or behavioral science programs to maximize access, coverage, quality and/or uptake of HIV-related services and/or behaviors; (c) providing leadership, management and oversight PEPFAR programmatic priorities such as: HIV SBC or behavioral science programming related to testing and/or treatment and/or prevention, optimized linkage approaches from HIV testing services (HTS),monitoring and evaluation, facility-level or community-level program quality improvement and/or a focus on key populations; (d) providing expert technical assistance and/or oversight of the provision of technical assistance to international development assistance programs across PEPFAR countries with the objective of achieving epidemic control of HIV and (e) Identifying, documenting and disseminating best practices to improve HIV programming, and provision of expert guidance to implementing agencies and implementing partners in accordance with the latest scientific and program data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
