Job Description

Manages and directs major capital, minor capital, and deferred maintenance projects and assists and or manages other construction/tenant improvement projects as needed. Participates in the management, coordination, and supervision of the construction process from the conceptual development stage through final occupancy on a timely and cost-effective manner. Oversees the organization, scheduling, and implementation of projects and is responsible for coordination and managing people, materials, equipment, budgets, schedules, contracts, and safety of employees and the general public. Assists in the development of project scope and evaluates and recommends various construction and delivery methods in the construction and renovation of existing buildings and infrastructure and assists in the development of the planning and scheduling of construction projects. Prepares detailed construction budget estimates and schedules. Implements campus policy and procedures and oversees the performance of all contractors, ensuring that all work is completed according to construction plans, specifications, and schedule. Directs and monitors the progress of construction projects through contract construction management firms. Tracks the delivery of construction projects and participates in all construction meetings, providing direction in the implementation of the construction contracts. Directs and monitors compliance with buildings and safety codes and all other regulations. Regularly reviews engineering and architectural drawings and specifications for accuracy and completeness and monitors progress and ensures compliance with plans, specifications, and schedules. Tracks and controls construction costs against the project budget, processes Request for Information (RIF) and Change Orders, maintains meeting notes, and participates in claims review. Based upon direct observation and reports by subordinate supervisors, may prepare daily reports of progress and requirements for labor, materials, machinery, and equipment at the construction site and keep digital records within the campus construction management software. Meets regularly with university staff, contractors, architects, and others to monitor and coordinate all phases of the construction project. Performs other related duties as assigned.

REQUIREMENTS OF POSITION:

Bachelor’s degree in related field or equivalent combination of education and experience in management of programming, design, and construction of large construction projects. At least five years of experience in the construction industry demonstrating the ability to understand construction documents, building codes, ADA requirements, the application and methods and procedures related to construction, fiscal management, budgetary preparation and control techniques. Experience in the design and construction of higher education facilities is preferred.

Thorough knowledge of construction contracts, plans, specifications, building codes, regulation methods, materials, and procedures. Familiarity with computers and software programs for job costing, scheduling, construction management software and estimating. Ability to analyze technical problems of engineering and architectural development and utilize appropriate and cost-effective solutions. Ability to evaluate and analyze construction and engineering documents, project specifications, and technical reports and evaluate these for accuracy and completeness. Ability to prepare status reports, project-meeting minutes, review Requests for Information and develop recommendations and process Change Orders. Must be goal oriented with excellent communications skills and the ability to work effectively with a variety of people in a collaborative fashion. Ability to develop a thorough knowledge of CSU Systemwide standards as set forth in the State University Administrative Manual. Must have the ability to provide proof of eligibility to lawfully operate a motor vehicle in the state of California.
