Job Duties

Norfolk State University invites applications for the position of Coordinator of Classic Upward Bound. Classic Upward Bound is a federal TRIO Program funded through the U. S. Department of Education to provide a cadre of programs for eligible public school students. Programs consists of individual, small group and online tutoring, advice and assistance in post-secondary course selection and preparation to improve performance on SAT and ACT exams. Students will also benefit from workshops delivered during the Academic Year Component that affords participants the opportunity to explore careers and develop time management and problem-solving skills through a comprehensive curriculum of monthly College Enrichment programs held on Saturdays and during the summer months.
Reporting directly to the Director of Classic Upward Bound, the Coordinator will:
1. Supervise and administer the daily operations of the Classic Upward Bound program in accordance with federal regulations and the goals and objectives of the program.
2. Manage the Classic Upward Bound budget.
3. Oversee the recruitment and selection process.
4. Supervise daily project activities for the High School Counselor and Administrative Associate.
5. Conduct staff development training.
6. Approve new students for the program and ensure compliance with all U.S. Department of Education applicable state and federal laws and university policies and procedures.
7. Establish baselines, benchmarks, and targets; maintain an efficient database to document achievement of measurable objectives; and recommend improvements to achieve goals, objectives and performance metrics of the Classic Upward Bound program.
8. Track student’s academic progress and accurately complete and submit the Annual Performance Report to the U.S. Department of education for continued funding of the program.
9. Perform all other duties as assigned by supervisor.
This is a grant-funded position. Continuation of the position is contingent upon the continuation of related grant-funding.

Minimum Qualifications

1. Bachelors degree.
2. Considerable knowledge of U. S. Department of Education federal and state guidelines and university policies and procedures.
3. Demonstrated ability to work with students from low-income, first-generation backgrounds and students with disabilities.
4. Ability to perform multiple responsibilities simultaneously.
5. Demonstrated ability to work in a self-directed environment and to plan and organize on both a daily and long-term basis
6. Demonstrated ability to communicate effectively, both verbally and in writing and convey matters to large diverse audiences (students/faculty/staff)
7. A minimum of two years’ experience in an administrative capacity.
8. Possess at least one year of experience in counseling and designing, managing or implementing a similar project.

Preferred Qualifications:

1. Master’s Degree in guidance and counseling, educational administration, student personnel administration, or related discipline.
