Contractor Program/Project Managers (Senior Lifecycle Acquisition) MGS


Overall Assignment Description: Act as Senior Contractor Program/Project Managers for the MGS effort within NGA/TIAT.


Duties may include:


  • Assist in managing multiple airborne projects for the program office concentrating on multi-cell Airborne Center installations and improvements
  • Provide engineering and project management support to the government PM/COR of the NGA Airborne Exploitation Capabilities (AEC) contract from requirements statements to O&S support and Earned Value Management System (EVMS) review
  • Provide technical support for the integration of tactical exploitation with national intelligence and national exploitation of tactical intelligence
  • Provide technical advisory support and services to Motion GEOINT Services' Program Manager (PM) and Deputy Program Manager (DPM) for NSG interoperability with ISR systems
  • Monitor contractor software build process to strengthen the version delivery testing at both the “factory” and NGA, including recent assumption of NGA Test Director duties for the MAAS version deliveries
  • Offer technical and acquisition experience in rapid execution of Hyper-Spectral Imagery (HSI) and Light Detection and Ranging (LiDAR) tactical data projects with a focus on interoperability, testing, tactical data ingest, processing, exploitation/analysis, storage, dissemination, and associated infrastructures tactical data integration activities. Perform PM assistance of TIAT daily administrative functions such as tasker processing and tracking, meeting setup and execution, weekly activity reports, and program/project outreach, including all functions associated with the weekly TIAT Staff Meeting
  • Support Military Services' Intelligence Systems development efforts
  • Support DI2E/DCGS governance and exercise/demonstration activities and support TIAT leadership at periodic briefings and events
  • Assist with drafting and presenting MGS program presentations to external organizations and customers
  • Provide direct support to the government PM/COR, assisting with Spend Plans, independent government cost estimates, and ROM/BOM reviews


Requirements


  • Demonstrated specialized experience working with tactical sensors and tactical data integration with DoD, NGA, or US/Coalition Mission Partners
  • Active TS/SCI
  • Demonstrated specialized experience in program/project management
  • Demonstrated specialized experience with NGA or DoD organization acquisition processes and procedures


Desired:


  • Demonstrated total tactical system/project/program management experience with specialized experience in rapid execution of tactical data projects with a focus on interoperability, testing/demonstrations, tactical data ingest, processing, exploitation/analysis, storage, retrieval, dissemination, and associated infrastructures
  • Demonstrated specialized experience related to the execution of NGA’s role in strategic and tactical efforts to integrate tactical ISR into the NSG architecture
  • Demonstrated functional knowledge about NGA libraries, data storage, and development and implementation of initiatives to integrate Tactical Data GEOINT capabilities and requirements into the NSG and MGS workflow
  • Demonstrated specialized experience managing the identification and resolution of issues related to Tactical Data integration activities
  • Demonstrated specialized experience in applying system engineering processes, particularly requirements analysis, interface definition, and detailed implementation planning of large complex systems or enterprises with a particular focus on tactical data and enterprise-wide interoperability
  • Master’s Degree in a business or engineering-related field
  • Demonstrated specialized Tactical Collector ISR, especially new/emerging collectors, and DCGS military experience
  • Demonstrated specialized experience with program integration, integrated library data architecture, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities, and commissioning, turnover, and acceptance activities
