About Private Sponsorship for Refugees

The Department of State, Bureau of Population, Refugees, and Migration (PRM) will launch Welcome Corps, a Private Sponsorship of Refugees pilot program as part of the Administration's efforts to expand community sponsorship in refugee resettlement. Over a 3-year grant period, the Community Sponsorship Hub and its consortium will develop and implement the infrastructure to welcome and support thousands of refugees by equipping lawful permanent residents and citizens to welcome newcomers and experience the benefits of resettlement firsthand. The program will allow Americans to consistently engage in sponsorship and meaningfully enhance integration outcomes for refugees. The PSR pilot program will build on previous successes in community sponsorship programs to expand resettlement capacity in the United States and diversify welcoming communities, bringing new perspectives, and increasing opportunities to take part in resettlement.


Position Overview

The Program Officer will be responsible for providing overall operational and programmatic support to ensure the successful implementation of the Welcome Corps program. The Program Officer will report to the Director of Welcome Corps.

Key Responsibilities

General

  • Provide administrative and programmatic support, including scheduling and planning of meetings, maintaining communications with consortium partners and other key stakeholders, support the drafting or development of relevant programmatic materials, tools or resources, and communications.
  • Lead bilateral meetings with consortium members in close collaboration with relevant supervisors and CSH team members, building agendas and taking notes.
  • Support overall project management by tracking operational areas of work, consortium activities, and relevant grant and contract management, working closely with relevant CSH operations and programmatic team members.
  • Provide oversight and guidance to select operational areas of work, ensuring coordination with consortium partners and working with the Welcome Corps Director.
  • Lead on the development of agendas for internal planning or coordination calls, consortium calls and various stakeholder meetings involving U.S. government and civil society partners, coordinating with CSH staff and external partners as relevant.
  • Maintain knowledge on current issues impacting the program.
  • Draft quarterly narrative reports for key donors, including PRM, working closely with the Welcome Corps Director, collating information from CSH staff and external partners.
  • Support the development and collection of quarterly narrative and financial reports from consortium partners.
  • Represent the program at internal and external meetings and conferences, as needed.
  • Support as needed in the management of shared email inboxes, responding to inquiries in a timely manner, forwarding or communicating inquiries as relevant with other staff or partners, and filing correspondence as appropriate.
  • Other duties as assigned.

Qualifications

Professional Experience

  • Familiarity with project management software, such as Asana, Wrike.
  • At least four years of experience in implementing mission-driven programming. related to resettlement, humanitarian, sponsorship or another related field in the non-profit sector. Direct experience in working with refugee populations is an advantage but not required.
  • Bachelor's degree, or equivalent; advanced degree desired.
  • Experience working with a consortium or coalition a plus.
  • Ability to multi-task, prioritize, and follow through to effectively manage work and meet multiple deadlines.
  • Demonstrated experience in working with small and medium-sized teams and with a broad array of external partners, including public and private stakeholders.

Technical Expertise

  • Strong computer skills, including Excel and database platforms such as Salesforce.
  • Strong organizational skills.
  • Demonstrated ability to work well under pressure.
  • Demonstrated ability to take initiative and work independently as well as to work collaboratively on a team.
  • Ability to work collaboratively with a diverse array of actors.
  • Strong written and verbal communication skills.
  • Strong attention to detail and the ability to meet deadlines.
