Job Title - Program Manager


Location - Remote (KNOXVILLE, TN 37902)


Job Type- Full Time

Manages programs and develops processes and procedures that assist in the development and implementation of regulatory policies. Support's role of regulator and interprets regulatory policy applied through the Act and Power Contract.


  • Develops updated regulatory policy guidance based on recommendations from the OIG and input from Board; conducts analysis, research, reviews regulatory basis, and assists in the implementation of policies/projects. Supports efforts to educate new board members on regulatory issues and trade-offs of alternative regulatory models.
  • Conducts research to assist in the development and implementation of strategic regulatory policies through engagement with internal and external stakeholders.
  • Consults with VPs, Directors, and General Managers of Pricing and Contracts and Regional Relations to resolve distributor retail rate issues.
  • Subject Matter Expert on regulatory issues and meets with interested stakeholders ? local power companies, TVPPA, OIG, Board, and executive management.
  • Serves on corporate teams to ensure regulatory equities and policies are considered in cross-functional program development.
  • Advises the Senior Manager on a wide variety of business matters to facilitate effective decision-making regarding strategic, regulatory, and policy issues.
  • Manages the implementation and communication of regulatory policies with regional relations field staff and local power companies.
  • Establishes and maintains effective working relationships with local power companies.
  • Assist the Senior Manager in developing and implementing specific business plan goals, performance metrics, and related strategic initiatives. Establish organization priorities to ensure effective and efficient operations.


Minimum Requirements


Education- A bachelor's degree in business, engineering or related study is desired or equivalent education, training or experience. An advanced degree (MBA, MS, or JD) is preferred.


Experience - 8 or more years professional experience. Must have demonstrated skills in problem solving, strong communication and written skills, possess strong business judgment skills, and influencing and persuading skills. Advanced degree years may qualify as years of experience.

Knowledge/Skills/Abilities -Must have knowledge and understanding of ***, its organizations, the electric utility, and *** customers. An understanding of the *** Act and Power Contract, *** rate structure*** *** strategy and vision as it applies to local power company regulation desired. Excellent written, oral and interpersonal skills and the ability to deal with a variety of external and internal contacts. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
