Job Duties


  • Receives license packets for changes. Reviews information and requests additional supporting documentation as needed to process the request to be in compliance with state regulations and policy/procedures. Monitors facilities and/or agencies to ensure they meet and maintain regulatory requirements and addresses complaints as assigned. Makes unannounced visits to the facilities/agencies as required, ensuring appropriate follow-up (document, prepare written correspondence).
  • Responds to regulatory complaints for foster homes and child placing agencies and may accompany regulatory liaison to site visits as needed.
  • Authentically engages providers, other professionals within the agency, and external partners (e.g., Fire Marshal) with empathy and respect; to include timely responses to telephone calls, emails, and texts. Participates in and/or facilitates child and family team meetings. Responds timely and professionally to constituent inquiries.
  • Licenses and relicenses foster homes, CPAs, and/or facilities ensuring coordination with providers so that homes, CPAs and/or facilities are licensed in accordance with state regulations and agency policy/procedures. Makes scheduled on-site visits to facilities and agencies and completes the required regulatory review and paperwork in a timely manner and within the time frames required by the regulations.
  • Maintains an active routine of self-care and pursues support when necessary to minimize the threat of secondary trauma to physical and mental health. Understands the impact of trauma on families and secondary trauma on child welfare staff and applies principles to support families and staff.
  • Perform Red Cross shelter duty or other emergency shelter duty/services as directed.
  • The Program Coordinator I ensures accountability and quality substitute care by licensing foster homes and child placing agencies in accordance with DSS Policy, Agency Mission, GPS Practice Model, and state regulations. Will be responsible for ensuring policy, practice, and regulations are followed so that providers can be licensed to adequately provide substitute care for children in foster care. Will track performances and outcomes for reporting purposes.
  • Provides technical assistance, training, and consultation related to foster care licensing to staff at child placing agencies as needed.
  • Maintains current information in the agency's database (CAPSS) and the licensing database (TrackSys) to ensure accuracy of the information.
  • Promotes safety, permanency and well-being by ensuring fidelity to policy and procedures and participating in case consultation and case reviews, reviewing data reports, monitoring policy changes, and ensuring attendance in mandatory trainings.


Agency Requirements


Minimum and Additional Requirements


A Bachelor's Degree and two (2) years of professional experience in social service programs, correctional, education, business administration, general administrative management or relevant program experience.


A Master's Degree and one (1) year of professional experience in social service programs, correctional, education, business administration, general administrative management, or relevant program experience.
