This position supports the Naval Sea Systems Command NAVSEA) Deputy Commander, Total Force/Corporate Operations (SEA 10)


NAVSEA is the Department of Navy’s (DON’s) central activity for designing, engineering, integrating, building and procuring U.S. Naval ships, shipboard weapons, and combat systems. NAVSEA’s responsibilities also include the maintenance, repair, modernization, and conversion of in-service ships and their weapons and combat systems.


The Program Analyst, Senior provides analytical support to SEA 10D, Enterprise Civilian Human Resources. The office of the Director, Civilian Human Resources (DCHR) serves as the principal HR advisor and final technical authority to COMNAVSEA and within the command on enterprise civilian human resource issues. Offices within the DCHR include Staffing Classification & Compensation, Enterprise Recruiting and Veterans & Wounded Warrior Programs, Command Awards Program and Injury Compensation Management, Enterprise Talent Management, Workforce/Leadership Development, and Enterprise Human Resources Data Analytics.


The Program Analyst, Senior will provide high-level program management support/coordination of SEA 10D, NAVSEA, and COMNAVSEA-wide HR/HC initiatives and special projects affecting between 37,000 – 76,000 employees.


Duties And Responsibilities Include


  • Assist in managing and reporting status and implementation to NAVSEA leadership.
  • Provide records management, data, and information management.
  • Provide project management support, including the development of requirements, fit/gap analysis, capability development, implementation, governance documents, stakeholder engagement activities and communications, marketing materials, training deployment plans, and help desk services, if needed.
  • Manage the NAVSEA Enterprise HR Collaboration portal and related Enterprise HR Community Development, Education, and Communications, in consultation with HR Subject Matter Experts (SMEs).
  • Interact with SES-level leadership, as required.
  • Perform other high and low-level administrative tasks and duties, as assigned.
  • Develop comprehensive project plans/POA&Ms and facilitate the completion of taskers.
  • Provide team management assistance.
  • Provide metrics and status reporting.
  • Coordinate packages, briefing material, and make copies.
  • Schedule meetings with stakeholders across the Enterprise.
  • Answer and triage DCHR and Deputy Director, Civilian Human Resources (DDCHR) calls to ensure prompt responses to Enterprise-wise customers despite competing priorities requiring TDY or frequent meeting attendance.
  • Create Schedules, POA&Ms, and milestones.
  • Schedule meetings with stakeholders across the Enterprise and DCHR staff.
  • Provide graphics support for social media updates.
  • Provide program/project planning and execution support, as assigned.
  • Maintain knowledge management, best practices, and obstacles log to assist with information retention and tool updates.
  • Attend meetings, as required, and generate minutes, agendas, or similar meeting support.


Requirements


  • Experience in developing PowerPoint briefings and communicating with a wide variety of audiences at all levels preferred.
  • Advanced skills in Microsoft Office applications to include MS Outlook, Word, Excel, PowerPoint and SharePoint.
  • Minimum of five (5) years of experience collecting, analyzing, and professionally presenting data and trends is preferred.
  • Outstanding written and oral communication skills to communicate effectively, to build and sustain working relationships with a vast team of diverse professionals.
  • Ability to multi-task in a fast-paced environment accepting emergent tasks with little or no supervision and/or direction.
  • Experience in managing small group data gathering sessions to achieve desired outcomes preferred.
  • Attention to detail and ability to meet tight deadlines, work independently and with sufficient knowledge to present projects to senior management.
  • A team-oriented outlook with outstanding customer service experience.
  • Associate or Bachelor’s Degree preferred
  • Must be a US Citizen with a Secret Security Clearance
  • Strong analytical skills along with discretion in performing specified work requirements.


Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
