This is a highly responsible mid-management position which administers the delivery of Child Protective Investigations. This position requires a working knowledge of state and federal laws, administrative rules and regulations pertaining to the mission of child protective programs, as well as personnel rules and regulations. The incumbent will spend a major portion of time motivating, communicating with, evaluating, planning and directing the work of unit supervisors, as well as providing oversight of case management functions.


This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).


Duties include but are not limited to:

  • Overall responsibility for ensuring that required and/or needed case conferences and staffings occur. Demonstrates working knowledge of all Family Safety Programs.
  • Provides overall administrative oversight of physical facilities occupied by subordinate staff, including management of space and the internal use of all related equipment and furniture.

  • Coordinates and/or conducts needed training, including but not limited to: training unit supervisors in use of effective management and modeling effective management skills.
  • Work with Family Safety Program Office staff to strengthen the effectiveness of service delivery to children and families. Evaluate monitoring reports and develop/implement corrective action plans as necessary. Implement changes in operational procedures, manage workload and work flow, establishing goals and deadlines. Attend related training and meetings to staff cases, implement program policies and procedures, etc. Responsible for oversight of assigned operational units' compliance with federal funding requirements and data systems such as FSFN requirements.
  • Overall supervision of staff in assigned service center, in particular the direct supervision and evaluation of unit supervisors. Direct supervision involves staffing personnel problems and issues and taking necessary corrective action and/or disciplinary action when warranted, completing and reviewing performance appraisals, and consulting with supervisors on unit production, quality of work performed, render support and counsel to supervisors/staff. Maintain effective communications with staff. Conduct periodic meetings with all supervisors; strengthened team cohesiveness and working relationships between service units.
  • This position will serve as the official Single Point of Contact, which is designated to coordinate the provision of auxiliary aids and services to the deaf or hard of hearing. The position will be responsible for the following:
  • Coordinates and/or conducts reviews of all Incident Reports and client complaints; ensures required reporting to Circuit Administration. Initiates corrective action as required.
  • Oversees expenditures by subordinates from the Family Safety operating budget and special categories. Assesses OCO and expense needs; implements necessary cost containment measures. Compiles with and monitors compliance of mandatory requirements in Section 215.422 F.S. and Chapter 3A-24 Florida Administrative Code regarding the timely processing of invoices.
  • Provide oversight to ensure effective utilization of community programs providing support services for children and families.
  • Serve as agency liaison to other community organizations, units of local government, school system, and the public. Work to develop needed resources in response to identified gaps in service programs. Coordinate media contacts with Circuit Administration; represent the department at community events; participate in local community activities and organizations.

1. Collect data on the effectiveness and appropriateness of the auxiliary aid or service provided and the performance of the interpreter provided on the Customer Feedback Form.

2. Keep records of the appropriate auxiliary aides and services on the Auxiliary Aide/Services Record as each service is provided.

3. Complete Self-Assessment Tool to evaluate DCF’s operational performance in providing appropriate auxiliary aids and services to deaf or hard of hearing persons and to identify methods to improve the provision of such auxiliary aids and services.

4. Assist designated DCF personnel with any concerns, grievances or complaints raised by deaf or hard of hearing customers or companions regarding effective communication as soon as reasonably possible, with a goal of resolving all matters raised while the customer and/or companion is in a DCF direct service facility.

5. Communicate with ADA/Section 504 coordinators concerning services to deaf or hard-of- hearing customers or companions and summaries of these meetings shall be provided to the independent consultant. Manage service records and report the data and any resource and/or training needs to the designated ADA/Section 504 coordinator (Civil Rights Officer).

  • Proficient in the application of the child welfare safety practice model; ability to apply critical thinking in case review activities; ability to provide constructive feedback.
