Job Description
What You Will Do
The Intelligence and Space Research (ISR) Division is seeking a Procurement Technical Project Manager to join our collaborative and dynamic team! The ideal candidate will be a terrific communicator, self-motivated, and a proficient multi-tasker with a strong desire and capacity to learn.
The Space Instrument Realization Group (ISR-5) provides engineering and technical expertise to develop and deploy high-quality, innovative measurement systems to space for national security applications and NASA missions. ISR-5 is composed of electrical and mechanical engineers, systems engineers, technicians and technologists, project control specialists, and technical project managers, all of whom engage on interdisciplinary, high performance project teams that span conceptual development to deployment. The Intelligence and Space Research (ISR) Division at Los Alamos National Laboratory (LANL) has been designing, building, and operating highly innovative ground, air, and space-based measurement and detection systems for nearly 60 years including space-based measurement systems for verification of international nuclear treaties, scientific missions, nuclear nonproliferation, space situational awareness, and remote sensing. In addition, we lead experiments on NASA missions, including the Curiosity and Perseverance Mars Rovers, Van Allen Probes, IBEX, NACHOS and the upcoming IMAP, and BeamPIE missions.
On any given day, you may be called to:
  • Manage and maintain documentation for all orders, change requests, and final deliveries.
  • Assist in the research and implement of quality assurance practices.
  • Receive, verify, and distribute components and materials, and update inventory documents/systems.
  • Write and deliver status reports as needed to stakeholders.
  • Assist in procurements supporting general office supplies, lab supplies, space instrument development, fabrication tools, custom parts, and special test equipment.
  • Manage, coordinate, and communicate regarding material and component deliveries to LANL staff members, project leaders, engineers and scientists, and internal machinists and technicians, as well as third party vendors.
  • Work closely with technical staff, project leadership, and line managers to identify, understand, and manage risks across projects.

Technical Experience
Knowledge of procurement best practices and vendor selection. Working knowledge of electronic components, machining, and quality assurance requirements. Self-directed in determining technical objectives/requirements for general office supplies, laboratory supplies and equipment, electronic components, and chemicals. Ability to advise engineers in design and procurement strategies.
Project Management
Working knowledge of technical and operational work management, including developing project plans and work packages, and managing to scope, schedule, budget, and technical baselines. Ability to read and interpret project schedules and milestones as related to component and parts availability. Demonstrated ability to multi-task, display initiative, and problem solve. Ability to support Project Managers as requested, including checking on orders, pricing information, and delivery schedules.
Procurement Process
Demonstrated expertise in procurement process and policies for government agencies. Strong organizational skills to manage multiple procurements in parallel, keep and track documentation related to procurement, and work in collaboration with procurement specialists. Capacity to contribute at a high level to devising and implementing procurement strategies across ISR.
Safety
Demonstrated record of commitment to safety, security, environment, and quality.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 2 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
  • Working with a technical/mechanical bill of materials, as well as research and development for specific projects.
  • Familiarity with Defense Electronics Supply Center's (DESC) quality program.
  • Intermediate to Expert experience in Excel and other MS Office products.
  • Familiarity with DLA Standard Microcircuit Drawings (SMD).
  • Working knowledge of the LANL procurement process.
  • Working knowledge of engineering process, design cycle, production life cycles, and drafting concepts related to production as well as research and development.
  • Familiarity with Military Grade level components (JAN/MIL).

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
