Under minimal supervision, identify contract renewal needs. Run reports and analyze data to identify cost reduction and standardization opportunities. Prepare contract documentation and savings potential. Knowledge of public purchasing/contracting practices and of contracting a wide variety of equipment related to the healthcare industry. Knowledge of Legal Contracting to include interpretation skills of legal contract terms and conditions. Skill in researching and analyzing information related to work assignment. Negotiating skills. Skill in utilizing the principles and practices of effective and persuasive communications to elicit and /or present explanatory information. Organizational skills. Essential Functions:
- Data Reporting and AnalyticsMonitors existing contracts and works with DHHA customers to insure the correct equipment is purchased. Included in the overall cost and terms is training, service, add-on costs, and staging / installation. It could also include disposal of old equipment. Coordinates all purchases with department managers and project managers. (30%)
- Vendor ManagementConducts vendor site visits and evaluates vendor capability and references when applicable. Organizes, sets up and coordinates trial evaluations and in-services on new products and equipment. Determines solutions concerning DHHA/vendor disputes and maintains internal controls, including timely payment to vendors. (25%)
- Policy and PracticeSupport Purchasing Card (PCard) management for policy, oversight and reporting to leadership. Act as Lawson and Purchase-to-Payment (PTP) Superuser as needed to support department objectives. (10%)
- Contract ManagementAwards purchase orders and service contracts. Determines and approves sole source and no-substitution requests. Confers and negotiates with vendors to obtain price and product information. Reviews procurement specifications and prepares formal and informal purchase bids (contracts). Awards contracts that provide DHHA the best value for equipment and related supportive services. Negotiates the lowest total cost for the contract. Develops non-discriminatory contract terms and conditions. Verifies contract terms are in place and that bonding, insurance, licensure, indemnification and other specialized bid requirements are accounted for and enforced. (30%)
- Lead onboarding process for new hire Contract Administrators as needed for departmental success. (5%)
Education:
- Bachelor's Degree Degree concentration in Business, Nursing or related field Required
Work Experience:
- 1-3 years Related experience is defined as: materials management, strategic sourcing, value analysis, contracting, medical sales or procurement. Required and

- Knowledge of public purchasing/contracting practices and of purchasing hardware and software applications.
- Skill in utilizing the principles and practices of effective and persuasive communications to elicit and /or present explanatory information.
- Ability to maintain discretion in dealing with confidential matters.
- Proven negotiating skills.
- Creating and successfully executing strategic plans for highly complex issues.
- In depth knowledge of Legal Contracting to include interpretation skills of legal contract terms and conditions.
- Advanced Excel skills such as VLOOKUP and PivotTables.
- Must have proven ability to interact at and communicate to all levels of an organization.
- Ability to research, analyze and prepare spreadsheets, database and materials management computer applications.
- Ability to interpret and apply written and verbal guidelines, precedents and work practices to standardized work situations or specific cases.
- Ability to work independently and coordinate several activities at the same time with accuracy and attention to details.
- Excellent customer service aptitude, organization, problem solving and time management skills.
- Knowledge of group purchasing organizations and of contracting a wide variety of products and services related to the healthcare industry.
