Job Description
Management Sciences for Health (MSH) is seeking an experienced Pricing and Contracts Officer to join our Strategy, Business Development, and Partnerships team.


Main responsibilities of the position:


The Pricing and Contracts Officer will oversee the development of fully compliant and competitive cost proposals and cost volumes including budget narratives, partner budgets, and documentation for submission to a range of donors including, but not limited to, USAID, other USG agencies, UN agencies, The Global Fund, and foundations. The Pricing and Contracts Officer will provide expertise by reviewing solicitations for potential issues for clarification or to be addressed to mitigate program and financial risks, review and approve teaming agreements, and ensure overall compliance for ensure optimal contractual and financial terms. The Pricing and Contracts Officer will train, mentor, and build capacity of the team along with other MSH staff in cost proposal development processes and best practices. This full-time position reports to the Cost and Pricing Team Lead.


More specifically:


  • Gather, research, analyze and document all cost assumptions for cost proposal budgets, drawing from project data, MSH finance teams, local consultants, and other sources.
  • Provide ongoing mentoring and training to cost and pricing teammates, other SBDP and MSH staff on cost proposal development best practices and quality standards, processes, and related tools, templates, and resources.
  • Manage and lead proposal budget meetings and review schedules, provide costs based on proposal design inputs, and propose recommendations to the technical team to develop a competitive and compliant proposal.
  • Contribute to development of overall partner strategy, providing assistance in budgeting and other donor requirements to partner organizations when necessary and ensuring effective partner engagement through to transition to subcontracts or agreements upon award.
  • Review solicitations to identify contractual and/or financial issues to be clarified or addressed through risk mitigation plans.
  • Contribute to program costed extensions, program budgets support, effective transition for project start-up activities, and corporate budget support as needed.
  • Ensure compliance and completeness of cost proposal/volume submissions with donor requirements (namely USAID, other USG agencies, UN agencies, The Global Fund, and foundations) and adherence to MSH’s quality standards.
  • Provide leadership for assigned proposals in cost volume development in accordance with donor requirements, managing strategic issues involving competitive, realistic, and responsive proposal budgets and compelling budget narratives that link seamlessly with the proposed technical design and implementation needs, including both directly developing cost proposals and overseeing other budgeters developing cost proposals.
  • Advise proposal teams on competitive pricing strategies, cost recovery, and profitability for MSH’s varied donors.

EDUCATION:


Required: A BA


Preferred: Advanced Degree


Experience


  • Experience with budgeting and knowledge of regulations and policies for non-US donors such as FCDO, UN Agencies, World Bank, Gates, etc. highly preferred.
  • Experience working with US government rules and regulations and understanding of US government cost principles to ensure compliant and responsive cost proposal development. Knowledge of the Federal Acquisition Regulations (FAR), ADS, AIDAR, and OMB circulars, among others.
  • Experience in the international development sector (especially public health) is desirable, but not required.
  • 6+ years of directly relevant experience with a BA or 4+ years of directly relevant experience with a MA is required. 8 years of progressively responsible experience is preferred.


Knowledge, Skills, And Abilities


  • English language skills required. Foreign language (especially French or Spanish) is desirable, but not required.
  • Work effectively and contribute to productive work relationships with staff within the SBDP team and at all levels across the organization. Experience working with diverse, remote, and multi-cultural teams.
  • Ability to proactively problem solve for budgeting and contractual issues and raise complex issues to senior management for guidance when needed.
  • Communicates clearly, strategically, effectively and respectfully both verbally and in writing.
  • Strong computer skills, advanced knowledge of Excel formulas, ability to use macros and pivot tables, and ability to learn and apply additional financial software.
  • Ability to graphically and textually depict data in order to make recommendations to management.
  • Ability to adapt to new and/or unplanned situations to meet the dynamic needs for proposal development and the organization.
  • Comprehensive knowledge of U.S. Government acquisition and assistance contracting types and grants management.
  • Ability to work independently and as part of a team.
  • Ability to mentor and coach others in cost proposal development and donor contractual requirements.
  • Ability to manage multiple tasks simultaneously and adapt to new and/or unplanned situations to meet the dynamic needs for proposal development and the organization.
  • Ability to analyze, evaluate, and communicate risk in contractual terms and in budgets.

The expected salary range for this position is: $68,900.00 - $124,900.00 annually (U.S. locations only).
