Job Description

Job Overview:


The President of the Maryland Asphalt Association is responsible for the overall management and operations of the organization and is tasked with leading the development and implementation of strategies that will promote the growth and success of the asphalt industry. The President works with the Board of Directors to ensure that the organization's goals and objectives are met while maintaining the highest level of integrity, professionalism, and excellence in all aspects of the association's work.

About the Maryland Asphalt Association:

The Maryland Asphalt Association is a 501(c)6 not-for-profit association comprised of 18 producer members representing more than 40 production facilities, 26 contractor members, 26 consulting engineer firms, and 45 other associate members. We proactively work with regulatory agencies to represent the interests of the asphalt industry both in the writing and interpretation of state and federal regulations that may affect our members. We also advocate for adequate state and federal funding for Maryland’s multimodal transportation system.


Key Responsibilities:


·Leadership: Provide overall leadership for the Association by setting strategic priorities, leading the development of policies and procedures, and overseeing the day-to-day operations of the organization.

oWork closely with the Board of Directors to ensure that the Association's vision and mission are aligned with the industry's needs.

oWork with the Maryland Department of Transportation at the leadership level and conduct quarterly meetings with MDOT State Highway Administration.

oWork closely with the SHA Administrator and his/her subordinates to maintain adequate funding for roads and facilitate project development and results.

·Advocacy: Serve as the primary advocate for the asphalt industry, representing the Association in government relations, public affairs, and regulatory matters.

oBe the MD Asphalt Industry spokesperson to facilitate the review, refinement, and implementation of any standards and specifications pertaining to association members created by MDOT and SHA.

oCollaborate with stakeholders, policymakers, and lobbying firm to develop and implement policies and programs that support the industry's interests at national, state, and local levels.

oWork with the National Asphalt Pavement Association, the American Highway Users Alliance, the Asphalt Pavement Alliance, and the Asphalt Institute on legislative and funding issues.

oServe as a liaison for the industry to strengthen relationships with the Maryland State Highway Administration, Maryland Department of the Environment, county departments of public works, and other groups.

·Industry Development: Work with industry members and regulatory stakeholders to identify and address challenges and opportunities facing the industry.

oLead efforts to promote the growth and development of the asphalt industry.

oWork with the Women of Asphalt – Maryland Branch and industry members to promote workforce development.

oStrengthen initiatives to improve the quality, sustainability, and safety of asphalt materials and practices.

oWorking under the direction of the Paving Conference Committee, locate timely and relevant topics and speakers for the annual Paving Conference.Serve as a judge and driver for annual Excellence in Paving Awards evaluations throughout the state.

oOversee the continuation and development of training opportunities, including the HMA Field Technician Training, Pavement Design Guide, and other publications.

oWork with the State Asphalt Pavement Association, the National Center for Asphalt Technology, the Asphalt Institute, universities, and others to steer research and development in directions that will have the greatest positive impact on the industry.

oServe on National Asphalt Pavement Association’s Pavement Economics Committee to ensure funding is spent in a wise manner; participate on other committees to hone skills and knowledge that will keep Maryland abreast of the latest industry initiatives.

·Membership Development: Responsible for membership recruitment and retention, working to expand the association's membership base and engage members in the organization's work.

·Financial Management: Manage the association's budget, oversee financial operations, and ensure that the organization is fiscally sound. Work with the Board of Directors to develop and implement financial policies and procedures and ensure that the association complies with all legal and regulatory requirements.

·Communications: Responsible for the association's communications strategy, working to promote the organization's mission, vision, member outreach, and activities to the public, policymakers, and the media.


Qualifications:

·Bachelor's degree in a relevant field (e.g., business, public administration, or engineering) or minimum of ten years of experience in a senior leadership role in an association or related industry.

·Experience in advocacy, government relations, and public affairs preferred.

·Strong communication and interpersonal skills, including the ability to work effectively with diverse stakeholders.

·Experience in financial management, budget development, and oversight.

·In-depth knowledge of the asphalt industry, including materials, technology, and best practices.

·Strong analytical and strategic thinking skills, with the ability to develop and implement effective solutions to complex problems.

·Knowledge of legal and regulatory requirements related to associations and non-profit organizations.

·Ability to regularly travel out of state for up to a week at a time to national meetings and events.

Salary Range:

$145,000 - $185,000, commensurate with experience
