Job Description
Description

Plans, controls, directs, manages, and supervises the planning and development activities and programs for the City of Spartanburg and is responsible for the preparation and implementation of planning programs. Exercises independent judgment in semi-critical and/or moderately high-risk situations in making zone change recommendations to City Council, as such is a political decision process. Reports to the Director of Community Development.

ESSENTIAL JOB FUNCTIONS

Plans, controls, directs, manages, and supervises the planning activities and programs for the City of Spartanburg; supervises, instructs, and provides leadership to subordinate staff in working toward achieving departmental goals and objectives; assigns and reviews work of subordinates for accuracy; acts on employee problems and attempts to resolve them; reviews job performance and conducts evaluations making salary recommendations as appropriate; transfers, disciplines, and discharges employees; ensures that employees receive sufficient training.

Directs and supervises the preparation of major City plans and updates as required by state enabling legislation; conducts existing land use surveys, prepares population studies, and projects population; prepares economic base studies, natural resources plans, housing plans, land use plans, and devises strategies to implement them; acts as staff support to the City Planning Commission.

Directs and supervises the preparation of implementation measures aimed to carry out plans prepared; writes zoning ordinances, subdivision ordinances, land development regulations, official maps, and amendments to same; prepares capital improvements, policies and procedures, and amendments to same.

Reviews zone change requests, determining their conformity to adopted plans, and makes recommendations to the City Planning Commission; reviews subdivision plats and site plans for compliance to Submission Ordinance, respectively delegating such review to subordinates as necessary and recommends disposition of same to the City Planning Commission. Prepares land use plan amendments and tax amendments to the zoning ordinance.

Receives and reviews subdivision plat files, site plan files, environmental review record, landscaping plan files, etc.

Prepares various files, records, and documents.

Communicates and interacts effectively with immediate supervisor, City Planning Commission, citizens, developers, architects, lawyers, city department heads, City Council, other public agencies, etc.

Operates and utilizes various types of automated machines and equipment including a computer terminal, personal computer, calculator, motor vehicle, etc.

ADDITIONAL JOB FUNCTIONS

Performs other related duties as required.

Typical Qualifications

Requires a Bachelor's degree in urban and regional planning or related field and three to five years of experience in planning; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Master's degree preferred. American Institute of Certified Planners (AICP) certification required. Must possess a valid driver’s license.
