The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
This functional title is responsible for supporting the timely review and processing of Human Services and administrative invoices submitted through PASSPort. Where applicable, the Payment Efficiency Specialist will provide guidance to ACS Division staff on their provisioned role(s) within PASSPort; and provide technical assistance on areas impacting order fulfillment, delivery of goods, processing invoices, or processing payment. The Payment Efficiency Specialist will also compile and reconcile performance data on PASSPort purchasing and payments; forecasting trends designed to minimize workstream blockages and expedite invoice / payment processing.
Typical duties include but are not limited to:
  • Liaise between ACS Divisions, City agencies, MOCS, vendors, contracted provider organizations, and other entities as appropriate
  • Maintain standardized payment processes and procedures, ensure compliance with regulations, directives and standards from City oversight entities, such as the New York City Comptroller
  • Develop fluency and expertise in PASSPort
  • Provide technical assistance to ACS staff, on the diverse roles provisioned through PASSPort
  • Utilize computer systems and programs such as the New York City Financial Management System (FMS), the New York State Benefits Issuance and Control System (BICS), HRA's Automated Child Care Information System (ACCIS), the U.S. Bank access on-line system for P-card processing, Accelerator Financials and other internal systems to facilitate work assignments
  • Perform related tasks, as necessary
  • Report all discrepancies and issues to the PASSPort Support Team Manager
  • Prepare spreadsheets and reports for management as needed
  • Compile and reconcile performance data on PASSPort purchasing and payments
  • Assist ongoing maintenance of records management plan, as needed
  • Research and resolve vendor / provider-related issues and agency-wide concerns, impacting service delivery and / or invoice / payment processing
  • Provide analytic and technical assistance to Administrative and Contract Management staff throughout ACS Divisions, on reviewing / reconciling requisitions and invoices in PASSPort

Minimum Qual Requirements

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.

Preferred Skills

The preferred candidate will possess the following skills:
  • PASSPort Payment Efficiency Specialist would be proficient with multiple welfare payment systems [FMS, PMRS, BICS, WMS, SPPT, HHS Accelerator, CAPS, and Voucher Log]
  • Utilize that extensive knowledge to support Payment Services' overall goal of ensuring the timely and accurate payments of monthly payroll, single issue and special payments
  • PASSPort is responsible for ensuring that all agency contract and administrative payments are issued in a timely manner and in accordance with governing directives

Additional Information

Section 424-A of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities has been the subject of a child abuse and maltreatment report.
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $ 70,611- $81,203.

New York City residency is generally required within 90 days of appointment.
