JOB SUMMARY


This position is responsible for supervising and participating in the work of a crew of personnel responsible for the activities in the Parks Department. The Crew Leader position requires the use of independent judgment in performing all duties.


MAJOR DUTIES

  • Uses independent judgment and discretion and judgment to trains, assigns, directs, supervises, evaluates and effectively recommends disciplines of personnel.

  • Supervises and participates in a variety of parks maintenance operations.

  • Coordinates and performs inspections of sports fields and park facilities including outdoor and indoor pools.

  • Repairs/replaces playground equipment and sport facilities infrastructure including irrigation, as needed
  • Ensures use of proper safety equipment and procedures.

  • Investigates complaints by residents and takes appropriate action to correct deficiencies

  • Supervises and participates in timely, effective and efficient construction and administration of facilities management functions, projects and goals. This includes maintenance of city arboretum and urban forestry work.

  • Schedules, monitors, and implements turf maintenance programs

  • Records and oversees the work activities of all crew members.

  • Maintains appropriate logs/records as required by the State as it pertains to pesticide usage.

  • Assists in the maintenance and repair of equipment.

  • Works with the Park Superintendent to develop Park maintenance standards.

  • May perform duties of the Superintendent in his/her absence.

  • Operates a variety of hand and power tools.

  • Transports equipment and materials to and from work sites; loads and unloads materials and equipment.

  • Attendance is an essential function of this position.

  • Performs related duties.


KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of city personnel policies.

  • Knowledge of principles, practices, techniques, and equipment used in modern parks maintenance operations.

  • Knowledge of work safety principles and practices.

  • Knowledge of applicable laws and regulatory codes related to parks management and maintenance.

  • Knowledge of effective remedial measures to control diseases, insects and pests that attack plants, grasses and trees.

  • Knowledge of the methods used in mixing types of fertilizer and chemicals used in soils.

  • Knowledge and experience in Sports Turf Management.

  • Knowledge and experience in arbor culture practices.

  • Knowledge of the types, uses and maintenance requirements of heavy and light trucks, heavy and light equipment and tools used in the fields maintenance fields

  • Skill in defensive driving techniques.

  • Skill in performing construction and maintenance duties.

  • Skill in the use of hand and power tools.

  • Skill in prioritizing and planning.

  • Skill in interpersonal relations.

  • Skill in oral and written communication.

  • Ability to establish attainable goals, objectives and work plans, to supervise and motivate subordinates to achieve goals and objectives in a timely and effective manner.

  • Ability to maintain work and productivity records, to collect and assemble work data and statistics and to prepare and present reports effectively, both orally and in writing.

  • Ability to establish and maintain effective working relationships with subordinates, other City employees and the general public

  • Ability to communicate to employees oral and written instructions.

  • Ability to operate a computer using Word, Outlook, and any other appropriate program.

  • Must be able to perform / manage multiple tasks, projects, and priorities concurrently.

  • Must be efficient, a self-starter, an independent worker and possess good work habits.


SUPERVISORY CONTROLS


The Parks Superintendent assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results. The Crew Leader position requires the use of independent judgment in performing such duties.


GUIDELINES


Guidelines include city and department policies and procedures, supervisory instructions, and equipment manuals. These guidelines are generally clear and specific, but may require some interpretation in application.


COMPLEXITY/SCOPE OF WORK

  • The work consists of related supervisory and technical duties. Inclement weather contributes to the complexity of the position.

  • The purpose of this position is to utilize skill, discretion and independent judgment in the course of supervising and participating in the work of personnel responsible for maintaining city parks, sports fields, aquatic facilities and the urban forest. Successful performance of these duties helps ensure a positive image of the city.

  • Contacts are typically with co-workers, other City supervisors and managers and other city personnel.

  • Contacts are typically to exchange information, share supervisory experiences motivate and supervise employees, resolve problems, and provide services.


PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting in a vehicle for extended periods of time, with intermittent standing, walking, or stooping. Physical strength and agility sufficient to permit working overhead, and with equipment or objects weighing over 50 pounds. Ability to lift and move heavy objects over short and long distances. The employee must be able to use tools or equipment requiring a high degree of dexterity, and be able to distinguish between shades of color.

  • The work is performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.


SUPERVISORY AND MANAGEMENT RESPONSIBILITY


This position has responsibility for the direct supervision of the Carpenter, Maintenance Specialist, Heavy Equipment Operator, Mechanic, Herbicide Technician (2), Parks Maintenance Technician (3) and other seasonal personnel.


MINIMUM QUALIFICATIONS

  • Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.

  • Two years experience working as a Fields Maintenance Technician or equivalent.

  • Possess a valid Class "B" CDL driver's license or ability to get one with an acceptable driving record.

  • Playground Inspector Certification Preferred.

  • Pool Operator Certification preferred or ability to obtain within one year of hire.

Qualifications

Knowledge of principles, practices, techniques, and equipment used in modern parks maintenance operations. Prior experience with heavy equipment, turf management, and irrigation beneficial. Possession of or ability to obtain a Class B CDL, certified pool operator certification, and playground inspector certification. Applicants must possess good communication skills and have prior computer experience.
