Job Description

Duties

As a Paralegal Specialist, you will:

  • Examine and evaluate requests for claims and personal information under the Freedom of Information (FOIA) and Privacy Acts, from attorneys, probate research companies, doctors, and other individuals.
  • Respond to inquiries from courts, welfare agencies, attorneys, etc., regarding garnishments, wage assignments, dissolution of marriage, and other cases.
  • Gather information that serves as a basis for the Board's coverage determinations on employers and employees whose coverage status must be determined under the provisions of the Railroad Retirement and Railroad Unemployment Insurance Acts.
  • Prepare subpoenas and responses to notices of levy, as required.
  • Consider disclosure of information issues in relation to garnishment, marital property division orders and other cases.

Qualifications

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
(1) One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: experience performing a variety of analytical paralegal or legal work which demonstrates a practical knowledge of the law, the litigation and judicial process, and applicable rules, regulations, policies, and procedures.
Examples of specialized experience include performing the following duties: 1) analyze and evaluate legal decisions and case files to identify relevant issues and potential evidence; 2) conduct legal research concerning precedents and past court decisions; compose legal briefs, summaries of analysis and decisions, and pre-trial documents for investigations; 3) interview witnesses and various individuals who can provide insight into cases under review; prepare evidence and documents to support recommendations; and 4) utilize a variety of automated legal research.

(2) Education Substitution: PhD. or equivalent doctoral degree, LL.M., if related, or three full years of progressively higher-level graduate education leading to a degree closely related to the duties of this position which demonstrates the knowledge, skills, and abilities necessary to do the work of a Paralegal Specialist. (3) Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level, the two can be combined to total 100% of the requirement. (Only graduate education in excess of the second year may be used in this calculation).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
