We are looking for a strong leader to help drive talent management in OPCOE. You will report and be deployed into Optical Payload Center of Excellence (OPCoE) organization. This position will participate in the management of workforce development including forecasting, deployment/redeployment, and hiring. Your prior experience as a functional and program manager will enable you to understand current and future OPCOE business needs and help develop a talent pipeline accordingly. You will significantly impact the enterprise by helping ensure that the OPCOE skill mix grows in concert with enterprise needs.
As the Optical Payload Talent Management Manager, you will:
- Work with the Optical Payload Talent Management Sr. Mgr/ OPCOE WST Lead for all OPCoE and Space WST (Workforce Staffing Team) staffing efforts. Work with the Space WST lead, WST leads from other MFOs (Major Functional Organizations), Line-Of-Business (LOB) program managers, and OPCoE managers to work through staffing ups and downs to ensure that all personnel have assignments aligned to their skill sets and career goals.
- Establish partnerships with organizations that provide a talent or technology pipeline. Participate in conferences and tradeshows to ensure a consistent image is being projected to external entities.
- Perform as the OPOE College Champion for select schools. Support hiring managers in posting requisitions, screening and hiring for summer interns and college graduates. Perform as OPCoE’s liason to Space’s College Intern program to ensure that summer interns are included in all Space Intern activities, as well as hosting events specific to OPCoE.
- Oversee training and development for all OPCoE staff. This includes development of in-house training material, LM-wide offered training courses, and evaluation of externally provided training courses.
- Organize new hire on-boarding activities. Educate staff new to aerospace and defense (A&D) on our missions and customers. Set up networking opportunities for new hires to meet and make connections.
- Assist with the staffing tool process in OPCoE. Participate in regular meetings to adjudicate and prioritize staffing needs across all OPCoE programs.
- Work with the Optical Payload Talent Management Sr. Mgr to utilize data from the WST and staffing tool to develop and provide forecast of emerging and future demands grounded in enterprise projections. Assist in accelerating or decelerating hiring activities to align with staffing forecast.
Typical candidates would have 8+ years of experience for this role.
Basic Qualifications:
- Bachelor’s Degree in Technical Discipline (ie, Electrical, Computer Science, or other Engineering/Science Discipline)
- Experience in functional and program management or team leadership experience
- Familiarity in developing or mentoring technical talent
- Ability to obtain and maintain a TS/SCI security clearance, with requires US Citizenship
Desired Skills:

- Excellent communications skills both verbal and written with the proven ability to communicate
- Demonstrated ability to drive closure and resolve complex technical issues/challenges.
- Variety of customer experience and exposure across Space Lines-Of-Businesses.
- 8 years of demonstrated technical expertise
- 3 years demonstrated hands-on expertise in space OR complex hardware/software systems
- Prior Full Spectrum Leadership roles with proven experience leading employees to perform productively and foster relationships in a cross-functional team environment

Schedules range from standard 40 hours over a five day work week while others may be condensed. The annual base salary range for this position in Colorado or Washington is $106,400 - $203,900 . Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays.(Washington state applicants only) Non-represented full time employees: accrue 10 hours per month of Paid Time Off (PTO); receive 40 hours of Granted PTO annually for incidental absences; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of PTO per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO is prorated based on hours worked and start date during the calendar year.
This position is incentive plan eligible.
Pay Rate:
The annual base salary range for this position in California or New York City is $122,300 - $230,500 . Please note that the salary information is a general guideline only.
