    At UConn Health, this class is accountable for Facilities Management including operations of housekeeping, maintenance, and real estate services. Serves as primary customer liaison for facilities related matters primarily at off-site UConn Health locations. The office location for this position is at the UConn Health Partners located on Kane Street West Hartford. The position works closely with Facilities Development and Operations teams on the main UConn Health Campus in Farmington, CT.

    SUPERVISION RECEIVED:

    Work under the general direction of an employee of higher grade (Associate Vice President-Facilities Management and Operations).


    SUPERVISION EXERCISED:

    Manages and supervises the facilities, housekeeping, maintenance, operations, and other associated institutional service functions including outsourced services.


    EXAMPLES OF DUTIES:

    • Schedule, assign, oversee and review the work of staff; provides staff training and assistance
    • Approves materials and labor services procurement
    • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures
    • Performs related duties as required
    • Maintains liaison with customers to ensure efficient operations and services
    • Addresses personnel issues including but not limited to disciplinary actions
    • Plans, coordinates, manages, and supervises operations including leased management through landlords
    • Provides input into methods of work measurement and setting standards for employee performance and manpower utilization
    • Resolves customer service issues with building occupants served; prepares reports and correspondence
    • Assess, test, and evaluate requests for new equipment and supplies
    • Serves as department representative on various UConn Health and operations and management committees
    • Solicits proposals for operations and maintenance services in conjunction with the Procurement Department for expired and new contracts, provides input to department operations budget; continuously monitors expense vs. budget for areas of responsibility, identifies operational cost savings opportunities and develops plans and implements approved changes
    • Assists in the development of standards and procedures for quality, inventory and cost control of supplies and products
    • Reviews and studies methods, procedures, and operations
    • Continuously monitors productivity of employees and contractors using the computerized maintenance management system and other management tools according to those standards, conducts performance evaluations, reviews and approves performance evaluations prepared by direct reporting supervisors
    • Recommends and implements changes necessary to determine the most efficient, economical and feasible course of action
    • Acts as the facility liaison with the Campus Planning, Design, and Construction Department for campus improvement projects

    MINIMUM QUALIFICATIONS REQUIRED:

    KNOWLEDGE, SKILL AND ABILITY:

    • Computer applications skills
    • Supervisory ability
    • Considerable interpersonal skills
    • Considerable knowledge of infection control techniques and quality improvement; knowledge of relevant State and Federal laws, statutes and regulations
    • Considerable oral and written communication skills
    • Considerable knowledge of housekeeping, maintenance and the mechanical and electrical trades and building operations services both in a health care and commercial setting
    • Considerable knowledge of customer service programs and work standards

    EXPERIENCE AND TRAINING:

    General Experience:

    Seven (7) years building maintenance, facility management, commercial, or institutional maintenance experience which includes at least two (2) years of supervisory/management experience.

    SUBSTITUTIONS ALLOWED:

    Associate degree may substitute for two (2) years of the General Experience

    Bachelor’s degree may substitute for four (4) years of the General Experience


    WORKING CONDITIONS:

    Work involves physical labor such as bending, stooping, lifting, and climbing.


    SCHEDULE: Full time, 80 hours every two weeks, primarily 7:30 am to 4:00 pm, Monday – Friday, weekends and holidays as assigned, 30 minute unpaid meal break.
