We are looking for a Non-production Procurement Supervisor/Assistant Manager to assist in establishing a team for non-production procurement (or called indirect procurement) and supervising the daily operation in a manufacturing environment. The role will be responsible for non-production materials or services procurement throughout the entire process from strategic sourcing to tactical buying.


Job Functions and Responsibilities

  • Support Department manager to set up and customize local procurement policy, procedure, and tools for all indirect categories, and educate internal customers constantly
  • Develop local suppliers to meet business needs in a timely manner; Build and maintain a robust supply base for all indirect categories
  • Help recruit qualified procurement professionals to establish a reliable and capable team
  • Perform procurement tasks for key category or subcategories e.g., MRO and Capex
  • Non-production procurement categories incl. but not limited to MRO, Capex (construction and equipment), Logistics, IT, Facility, Admin, Service, etc.
  • Conduct supply market research and guide the development and implementation of sourcing strategies for indirect categories
  • Engage with internal stakeholders to clarify business needs and develop procurement plans in a timely and accurate manner, Monitor stakeholder’s satisfaction towards procurement

· Manage all sourcing activities e.g., RFI/RFP/RFQ/tender document preparation, supplier selection, price and cost analysis, supplier evaluation, business negotiation, business award

  • Conduct performance appraisals, discipline, coach, train and motivate direct reports
  • Investigate and implement digital solutions for indirect procurement when necessary
  • Assist department manager in internal trainings incl. preparing training materials, organizing, and conducting trainings for newcomers
  • Analyze procurement data on a regular basis, and lead procurement continuously improvement initiatives
  • Achieve procurement and cost saving targets through various levers
  • Monitor the implementation of procurement policy and procedure to ensure compliance requirements are met
  • Regularly evaluate key suppliers' performance from multiple perspectives, such as cost, quality, delivery, service, compliance, credibility, and others; Maintain a good relationship with suppliers

Key Qualifications

  • Bachelor’s degree
  • Fluent in both Mandarin and English
  • 5-8 years’ experience in indirect procurement in manufacturing industry, MRO or Capex procurement experience is required
  • Strong analytical skills with the ability to analyze data, identify trends, and make data-driven decisions.
  • Excellent communication and interpersonal skills to collaborate effectively with internal stakeholders and external suppliers
  • Adaptive to new environment and people with different cultural background quickly
  • Detail-oriented and self-disciplined, must be a team player
  • CPSM certificate is a plus
  • Solid procurement knowledge in both S2C (source to contract) and P2P (procure to pay)
  • Ability to allocate tasks and coach/influence others as a team leader
  • Strong organizational skills with the ability to manage multiple tasks and priorities in a fast-paced environment

Work Environment:

Phoenix, AZ, on-site position. Travel required as needed.

On-board orientation at overseas HQ and manufacturing facilities may be required.
