This is a non-permanent position that will last until July, 2024 with the potential to become permanent afterwards.

The Department of Children, Youth, and Families (DCYF) was created to be a comprehensive agency exclusively dedicated to the social, emotional, and physical well-being of children, youth, and families regardless of race, ethnicity, sexual orientation, or other socioeconomic factors. We're looking for an Investigator (WMS1) to conduct administrative investigations. Our vision is that "All Washington's children and youth grow up safe and healthy-thriving physically, emotionally, and educationally, nurtured by family and community."
The Opportunity:
This Investigator works as part of a team of eight highly competent professionals conducting administrative investigations throughout all divisions of DCYF. This position reports directly to the Investigations Administrator within the Human Resource Division. As an Investigator you will be interfacing with the most sensitive/confidential information about fellow employees, so the ability to maintain confidentiality is a must. Building trust and rapport with internal and external participants will be critical to your success in this position. If you are inquisitive, possess excellent writing skills, and have subject matter expertise in the operations of DCYF services, this opportunity may be exactly what you are looking for! This nonpermanent opportunity is anticipated to last approximately one year.
This position is approved for telework and may have a formal workstation in any region. This position requires statewide travel with an occasional overnight stay.
Some of what you will get to do:
  • Coordinate training needs of managers and supervisors with DCYF related to employee misconduct and coaching/counseling strategies for staff.
  • Use effective communication techniques, skillfully interview complainants, alleged subjects, and other witnesses to obtain statements.
  • Participate in meetings, representing the Investigative unit, related to protocols, procedures, and business practices. Participate in training to remain current on best practices, compliance regulations, and investigation practices.
  • Collect, preserve, and objectively analyze information from multiple sources related to assigned investigations.
  • As a professional expert investigator, independently conduct fair, thorough, and timely investigations on allegations of employee misconduct and alleged violations of Administrative Policy 11.13.
  • Provide leadership and training as well as coaching for Administrators and Supervisors on investigations and performance management topics.
  • Work closely with forensic IT experts in the acquisition, preservation, and analysis of sensitive data. This could include internet, email, telephone usage as well as access to various databases available to DCYF staff. Advanced knowledge of PC use is essential.
  • Work with Human Resource Consultants, Managers, and the AAG's office to ensure investigations that are deemed substantiated withstand necessary legal scrutiny.

Required Qualifications:
  • Bachelor's Degree in social science, public administration/policy or an allied field.
  • Two years of paid field supervisory experience.
  • Five or more years of progressively responsible experience to include three years of field experience.

  • Ability to understand software, hardware, databases, and electronic analysis related to the position.
  • Ability to remain professional in all situations including highly sensitive and controversial situations;
  • Ability to communicate complex concepts, both orally and in writing, in a manner that is understandable, accurate, and appropriate for the audience. Demonstrate crucial conversation skills;
  • Ability to be fair and objective;
  • Have working knowledge of WACs, RCWs, Federal Laws, Title VII, Program policies and procedures, and CBAs;
  • Ability to manage multiple tasks (phone calls, correspondence, case analysis, interruptions, etc.) simultaneously;
  • Ability to work collaboratively and cooperatively with others;
  • Ability to comply with departmental policies and performance expectations;
