Position Summary:
The Neighborhood Program invests in neighborhood associations, community organizations and business districts to help build inclusive and livable neighborhoods for all Portlanders. We do this by funding seven district offices who then provide support to constituents in their assigned region. This position helps individuals and groups in the East Portland district to build, create and engage community. The position supports East Portland Community Office (EPCO), one of three district coalition offices run by the City of Portland’s Office of Community & Civic Life. Their service area covers neighborhoods east of 82nd Avenue/I-205 and includes about 25% of Portland’s population. The mission of EPCO is to support the community building and advocacy activities of the diverse communities that live, work, play, and come together in East Portland.

This role provides project management and technical assistance, leadership, training, funding, fiscal administration, organizational development, facilitation and dispute resolution. This role also provides direct services to community development organizations and to residents of East Portland. This position serves as a liaison to the community clarifying city and bureau policies, budgets and regulations; coordinates with external stakeholders to provide community access to community meeting space; and implements and/or supports special community programs and projects.

What you will get to do as a Neighborhood Program Coordinator I:
  • Assist in the preparation of cooperative purchasing agreements and interagency agreements.
  • Coordinate community access to community meeting space.
  • Coordinate with city bureau staff and other agencies and organizations to acquire and develop information conduits within the community and between the community and other organizations and agencies.
  • Deliver services and projects to the public, other governmental agencies, and private industry, through collaborative efforts with city staff and external partners.
  • Provide internal and external customer service to city employees and East Portland communities on programs and services; compile, review, and research customer service complaints and issues; identify areas of concern and assist in developing recommendations for solutions and improvements.
  • Participate in community organizations and committees, City work groups, and collaborative teams to develop and implement public policy, public information, public awareness and involvement, community education and outreach, and/or media relations to meet City and unit goals and objectives.
  • Prepare correspondence and reports identifying issues and presenting recommendations to management when needed.
  • Funding Development - coordinate fund development, write grants, assist community groups with direct fundraising, public funding opportunities and procedures.
  • Coordinate the sharing of information to ensure consistency in unit messaging and branding of programs, services, events, policies, and procedures to increase public awareness of mission and goals.
  • Assist in the development and monitoring of contract and grant programs, policies, and procedures; ensure compliance with requirements; update and submit reports.
  • Develop community capacity - advise and assist community organizations & committees to develop and implement public policy, increase public awareness, support public involvement, and provide community education and training to meet community, city, and bureau goals and objectives.
  • Update and maintain internal databases, mailing lists, work schedules, and other tracking software; review data, identify gaps, and work with data reporters to correct missing information.
  • Collaborate with city staff to ensure community members inquiries are processed.
  • Implement the city of Portland administrative rules, policies and procedures, open meetings and public records laws, city and state land use policies and law.
  • Serve as a technical resource to the public - research, develop technical expertise, and provide information.
  • Collaborate with a small team of professionals, paraprofessionals, contractors, and/or volunteers, in planning, developing, implementing, and evaluating programs or activities, including community and media promotions, education and advertising campaigns, and organizational unit projects and initiatives.

To Qualify

Applicants must specifically address and demonstrate in their answers to the supplemental questions and in their resume how their education, training and/or experience, meets each of the following minimum qualifications:

  • Ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Knowledge of principles and methods of event planning and community outreach activities.
  • Ability to collaborate with communities of color and people traditionally underrepresented in local decision-making while facilitating inclusive participation in programs/activities with cross-cultural communication.
  • Ability to analyze, explain, and apply relevant laws, regulations, and policies.
Although not required you may have
  • Previous customer service and conflict resolution experience
  • Education/Training: Course work from an accredited college or university in business administration, public administration, or related field related
  • Experience: One (1) year of experience involving analysis, planning, organizing, or evaluating programs in a public agency or customer service-related field.

Salary Range/Equity Pay Analysis : Please note per the Oregon State Pay Equity Law your salary is determined based on the experience and education listed in your resume/application.
