The Office of Student Health and Wellness (OSHW) aims to eliminate health-related barriers to learning and advance health equity in Chicago. CPS is committed to addressing barriers to student health and wellness and providing education, programs, and activities that help improve the quality of life for students attending our schools as well as strive to decrease health disparities within the district through the coordination of school health programs and student health services.
Job Summary:
The Mental Health Program Manager will lead, manage, and evaluate policies, programs, and professional development designed to improve the mental health of students and staff District-wide. This role provides critical leadership in implementing the Comprehensive Mental Health and Suicide Prevention Policy and the Healing-Centered Framework including improving existing programs and services for student and staff mental health.
The Mental Health Program Manager reports to the Mental Health Manager. The Director of Health Promotion and Executive Director, OSHW provide high-level leadership for the role.
The Mental Health Program Manager will be held accountable for the following responsibilities:
- Partner with community based organizations to increase access to Tier 2 and Tier 3 mental health services, safe and supportive environments for students with marginalized identities and circumstances.
- Other duties as assigned.
- Provide network and district-level technical assistance on policy implementation.
- Assist with development, implementation, and monitoring of policies that promote mental health among students and staff.
- Directly manage and supervise two Mental Health Specialists (Elementary School and High School) and relevant miscellaneous employees/interns.
- Support collaboration efforts across relevant CPS departments and facilitate relationships to ensure internal alignment of efforts to achieve cross-cutting mental health initiative goals, including the establishment of a centralized mental health services referrals process and participation on the Mental Health Governance Council.
- Lead and coordinate efforts on grant writing and management.
- Serve as a member of the Health and Wellness Materials Review Committee and provide guidance on mental health-related education curricula.
- Lead the development and execution of parent/caregiver engagement strategies to support mental health initiatives.
- Support the vision and leadership of OSHW mental health initiatives, programming, policies, and resources.
- Assist with the development and implementation of internal and external OSHW communications strategy in collaboration with department leadership.
- Support and participate in the District’s Healthy CPS initiative.
- Establish outreach and communication strategy to school communities for the district mental health programming and initiatives.
In order to be successful and achieve the above responsibilities, the Mental Health Program Manager must possess the following qualifications:
Education Required:
- Bachelor’s degree from an accredited college or university.
- Master’s degree from an accredited university in Psychology, Counseling, Social Work, Public Health or a related field preferred.
- Clinical license preferred.
Experience Required:
- Minimum 3 years of experience in one or more of the following areas: program development and implementation, direct service, leadership, and management.
- With a minimum of one (1) year of direct supervisory experience and/or leading and managing teams.
Knowledge, Skills, and Abilities:
- Experience working with urban public schools preferred.
- Strong communication skills (speaking - including presentations - listening, and writing)
- Ability to collect, analyze and present data to drive innovation and improvement required
- Experience in project management concepts, practices and procedures.
- Experience with the management of federal grants and reporting preferred.
- Leadership and team building skills, e.g. ability to develop high performing teams united around a clear vision for serving schools and achieving student success
- Knowledge of and experience with social and emotional behavioral health strategies used within CPS and nationally
- Experience managing multiple projects, while meeting regular deliverables and engaging in continuous improvement
- Ability to coordinate and collaborate with diverse groups of professionals across multiple departments and organizations to achieve unified, consistent practices
- Knowledge of best practices in Multi-Tiered Systems of Support (MTSS) to meet student social and emotional needs
- Cultural competency and ability to navigate and promote sensitivity with issues of race and equity
- Must be proficient with the use of computers and software including but not limited to Google Suite, Microsoft Excel, Word, and PowerPoint.
- Experience working with youth and adolescent populations preferred.
Conditions of Employment
As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
- Be Fully Vaccinated Against COVID-19 - Unless approved for a medical or religious exemption, all employees are required to be up-to-date on COVID-19 vaccinations, including boosters, and to submit proof of vaccination to the district within 30 days of hire. “Up-to-date” on vaccination is defined as being at least two weeks past all primary vaccine doses and any applicable boosters.
- Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
