Summary
Manage all activities of the retail Market Operations Department. Develops relationships with ERCOT and Retail Electric Providers to provide the necessary platforms for Lubbock Power and Light to participate in the retail competition market.
Essential Functions
- Responsible for hiring, training, onboarding, and supervising personnel;
- Plans, directs, and coordinates activities of the Market Operations support personnel to meet business operations and standards;
- Responsible for development of policies, work team and cross departmental activities, procedures, strategic goals and objectives for the Retail Market Operations Department;
- Responsible for developing, analyzing, and revising operating procedures in accordance with Lubbock Power and Light policies;
- Ensure section activities including development, monitoring, and tracking departmental budget expenditures;
- Manage AMS data mismatch process, digital certificates relating to retail market/annual audits, REP Historical Usage Portal when developed, broker relationships, new REP intake, Annual REP Workshop;
- Create SharePoint applications for reference across all departments of Lubbock Power and Light;
- Responsible for developing working knowledge of Lubbock Power and Light Business Procedures & Tariff, ERCOT protocols & Guidelines, and Public Utility Commission (PUC) Policies as they apply to Retail Competition for Municipalities;
- Coordinates ERCOT flight testing with EDI Gateway vendor;
- Participate in ERCOT RMS meetings; Responsible for acting as a liaison with stakeholder subcommittees and working groups;
- Responsible for ensuring annual reporting processes related to the market operations division are completed;
- Responsible for development and implementation of policies, work team and cross departmental activities, procedures, strategic goals and objectives for the Retail Market Operations Department;
- Responsible for team performance measures and recommend appropriate actions to correct performance deficiencies;
- Primary Market contact or may assign a designee for escalated market issues to assist and resolve which may include after hours as needed;
- Assists staff with challenging customers, escalated issues, and special projects;
- Develops and maintains strong working relationships with staff and Market Participants, especially in the Protocol and market guide revision processes.
- Responsible for providing coaching for team performance measures and recommends appropriate actions and or training to correct performance deficiencies, functional skills, and develop new skills as required;
- Assigns users in various market software (s) needed for participation in the retail market;
- Other duties as assigned.
- Advocate LP&L market positions to ERCOT, PUCT, other agencies as it relates to retail competition;
Qualifications
Requires a Bachelor's degree or the equivalent with an additional four to eight years of experience with the public, supervising staff, office operations, and understanding of retail market procedures; or any combination of relevant education and experience which provides the following:
Knowledge and Abilities
Knowledge of;
- Market business practices.
- MarkeTrak, FlighTrak, or similar market software(s);
- Modern utility business office practices;
- Rates, tariffs, and ordinances related to billing of utility services;
- Utility billing investigations & market transactions;
Ability/Skill to;
- Efficiently operate a computer.
- Effectively engage with the public, agencies, and Retail Electric Providers;
- Provide coaching & assistance to department personnel on more difficult service issues;
- Ability to identify problematic situations and resolve;
- Troubleshooting and follow-up skills;
- Effective communication & collaboration both verbally and written with all audiences;
- Oversee the work of direct reports;
Physical Requirements:
- Occasionally climb stairs, ladders, and other inclined surfaces;
- Frequently walk during the shift;
- Frequently rotate upper trunk to the left or right while sitting or standing;
- Occasionally stand during the shift;
- Frequently lift and carry up to 10 pounds;
- Frequently reach above, at, or below shoulder height.
