Job Description
Salary Schedule


The Manager, FMLA serves as a strategic, consultative, business partner to schools and district work locations as an expert who can facilitate a complete understanding of governing laws, policies and procedures that support OCPS employees with FMLA. The manager must demonstrate strong analytical, problem solving, organizational, interpersonal, and communication skills in order to drive HR strategies within responsibilities. The manager will oversee efficiencies including case completion, confidentiality processes and facilitate training that supports updates and changes to the federal and district policies. The manager is responsible for researching and providing updates to the team and district on a regular basis.


Qualifications


  • One (1) year of experience using an enterprise wide HRIS and talent management systems, iCIMS; and SAP preferred.
  • One (1) year of supervisory experience preferred.
  • Three (3) years of progressively responsible experience in human resources, employee compliance, including an in-depth understanding of FMLA and the federal guidelines and law.
  • Bachelor’s degree in human resources or related business field from an accredited institution required or any equivalent combination of related education, training and/or experience, which provides the required knowledge, skills and abilities to perform the essential job functions.

Knowledge of the skills and competencies required to be successful in the human resources profession. Ability to read, interpret and enforce all policy and procedures of the regulations governing FMLA federal policies, guidelines and law, district and school board policies, rules and by-laws; ability to enforce collective bargaining agreements; ability to use effective public relations skills; ability to analyze data; ability to use effective interview techniques, coaching procedures and evaluation procedures; ability to effectively use public speaking skills; ability to effectively use problem-solving skills; possess interpersonal skills including tact, patience and courtesy; knowledge of human growth and development; knowledge of group dynamics; demonstrated written and oral communication skills; skills in personnel management, interaction and supervision techniques; knowledge and commitment to decentralized decision-making and accountability of results; understands that quality teaching and learning is the essential process and product of public schools, and has the ability to focus human and financial resources to this end.

Performance Responsibilities


  • Manage personnel staffing consistent with federal, state, district regulations, and assist with compliance issues.
  • Serve as liaison between the district and work site administrators; provide personnel and/or benefits information to assist district staff, administrators, teachers and all other personnel.
  • Support the HR Compliance Department with Pre-Orientation presentation, pre-employment paperwork, workshops, and training development.
  • Reviews and retrieves information regarding district personnel within the various human resources systems i.e., SAP, iCIMS, FMLA Manager.
  • Manifest a professional code of ethics and values.
  • Ensure compliance with legal obligations, regulatory standards and communications, as needed with professional standards practices.
  • Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Responsible for the accuracy and confidentiality of personnel files in compliance with district policy and procedures.
  • Responsible for the department audit of the processing with accuracy, record keeping, response time and confidentiality.
  • Accurately diagnose organizational issues, develop solutions, and implement them.
  • Support the FMLA program coordinators with preparing and processing applications and forms during high volume periods and/or as needed.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for maintaining the human resources customer service standard following departmental objectives.
  • Review, analyze and communicate the employee’s eligibility, documents and the process for FMLA with program coordinators. Investigate, research, resolve problems and answer questions pertaining to FMLA eligibility, ineligibility and procedures.
  • Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
  • Manage district FMLA databases, filing systems and documentation for timeliness and accuracy; provide necessary departmental reporting requests using SAP, FMLA Manager and tracking systems. Utilize Microsoft Office Suite including TEAMS.
  • Respond to internal and external customers in a timely, accurate, courteous and empathetic manner that includes tact, patience and courtesy representing OCPS in a positive light.
  • Keeps Director, HR Compliance informed of critical issues within the department and incidents about which his or her supervisor should be aware.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Evaluate eligibility for applicants with FMLA issues, serve as lead liaison for the FMLA team and prepare documents for Legal, ADA, Employee Relations, Insurance Benefits, Payroll and the Union offices to resolve issues and/or upon request.
  • Maintain a thorough knowledge in such areas as EEO, ADA, Fair Labor Standards, federal and other regulatory requirements.
  • Evaluate reports, decisions, and results of department in relation to established goals. Review, update and approve form letters and provide training to effectively communicate processes with FMLA Team and district employees regarding FMLA guidelines, policy and procedures.
  • Oversee the procedures for efficiencies with determining and processing FMLA cases, case management, and data entry for all employee applicants in accordance with federal guidelines, policy and procedures and updates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
  • Develop leadership in subordinates.
