The District intends to hire a Manager – Safety & Rules to learn and perform safety, rules, and training duties and responsibilities within the Safety & Rules Department. Working with the District’s internal and external customers and under the direction and supervision of the Director - Safety & Rules, this person will be assigned to progressively more responsible safety, rule, and training functions involving federal and state laws and regulations applicable to railroad operations, the General Code of Operating Rules, APTA guidelines, FRA directives, and other rule and regulatory guidance. The end-products from this person’s performance will support and improve the District’s operating and safety metrics as well as the District’s “Safety First” work environment and culture.

Description:Manager – Safety & Rules duties include the following:

  • Participates in departmental safety meetings as needed.
  • Takes responsibility from the Director for Life Safety duties like identifying and resolving building code violations, review/revise fire extinguisher and first aid kit placement, and aid in administering fire and tornado drills.
  • Supports the District’s safety culture by evaluating work practices in the field.Documents compliances and failures in the District’s Operational Testing Program.
  • Designs, develops and presents new topics and refresher technical training programs for new and experienced supervisors.
  • Qualifies to serve as a field compliance officer (49 CFR 217 Testing Officer).
  • Maintains oversight of PPE inventory in fashion comparable to retail process; coordinates with the Director to ensure that the District is pro-active in ordering appropriate types and levels of PPE based on health and environmental real-time trends.
  • Performs work site visit compliance checks of District employees and contractors.
  • Develops skills to qualify as an Incident investigator.Learns how to question witnesses, inspect accident scenes, and photograph property or other damage.Grows into an employee who can prepare detailed reports concerning incident cause and recommendations for future prevention.
  • Performs other duties as directed by the Director, Safety and Rules.
  • Plans and ensures the development and implementation of training schedules for new and incumbent employees to meet training and certification goals.
  • Assists with 49 CFR 219 Drug & Alcohol random program.
  • Develops training schedule to ensure that new and incumbent employees are qualified in time to meet safety and rule knowledge obligations associated with the West Lake Corridor and Double Track NWI Projects.
  • Rules and regulations instructor for new and refresher programs.
  • Provides oversight and support of DT/WL and other construction projects.
  • Learns from the Director, Safety & Rules how to analyze safety data for trends that identify hazards, implement mitigation for hazard risk reduction, and follow-up to evaluate effectiveness of corrective actions.
  • Develops ability to write comprehensive incident reports addressing all aspects of personnel, training, operations, maintenance, RWP and regulatory compliance activities.
  • Assists with 49 CFR 239 Emergency Responder outreach training.
  • Assists with 49 CFR 239 required mass casualty drills, writing scenarios, inter-agency planning, scenario administration, and post-exercise actions.

Position Requirements:The following skills are necessary for success in this assignment:

  • Must have a good solid working knowledge of FRA & OSHA rules, regulations, processes, and procedures.
  • Skills in document management/control as well as project information record assembly.
  • Proven ability to multi-task and prioritize among competing priorities while maintaining a pleasant disposition.
  • Locational familiarity with District right of way, structures, and other assets, GCOR, federal railroad regulations, railroad industry best practices, and similar railroad knowledge is strongly preferred but required.
  • Solid business communication skills.
  • Knowledge of District signals and operating equipment (either mechanical or operating) is strongly preferred.
  • Two (2) or more years in a promoted position in railroad operations is strongly preferred.
  • Demonstrated superior interpersonal and organizational skills; ability to work with fellow employees and vendors.
  • No adverse personnel actions on personnel record within the past two (2) years.
  • OSHA 511 certification strongly preferred.
  • Superior record concerning safety attitude, attendance, and work performance.
  • Relevant safety and industrial health certifications are strongly preferred.
  • Two (2) or more years of college culminating in a degree with a major in business, writing skills, or other relevant major including safety, industrial health, or comparable transportation or occupational health specialties.
  • Skills in emergency preparedness, including drills and actual preparations, are preferred.
  • One (1) or more years of teaching or instructor training experience is preferred but not required.
  • A willingness to work varied shift hours, varied days off, holidays, and extended hours as may be needed to respond to operational circumstances.
  • Ability to work and communicate effectively in highly stressful conditions.
  • Proficient in Microsoft Office Suite.Submission of samples of work in Microsoft Office. PowerPoint, and/or Excel are encouraged.
  • Completion of at least four (4) courses by the Transportation Safety Institute.
  • Three (3) or more years of experience in a safety or occupational health staff assignment with OSHA or EPA responsibilities or in a safety or occupational health staff assignment with a railroad, mass transit, or other relevant industry may be accepted in lieu of or as supplemental to the two-year educational qualifications.

Additional Requirements:

(1)Must pass all required assessments.

(2)Must pass a background screening.

(3)May require a post-offer medical examination, including drug and physical capabilities test.

(4)Must possess a valid driver’s license and be eligible for insurance coverage under NICTD’s fleet policies.

Schedule: The anticipated normal hours of service are during the daytime on Monday through Friday.Night, weekend, and non-traditional shift work may be necessary.The successful applicant will be expected to be available for occasional calls during nights, evenings, and weekends.Information on the specifics regarding availability can be obtained during the interview process.Travel is required within the United States to meet with professional associations and continuing education requirements.Must be available to respond to unscheduled or unanticipated operational emergencies or service disruptions without delay on a 24 hour, 7 day per week basis, including weekends and holidays.

Salary and Benefits:Salary is projected within the range of $68,000 to $80,000 based on education, skills, and work history.The benefit package includes full health benefits for the employee and family, vacation, compensatory time, supplemental pension, and other fringe benefits received by NICTD management.Credit for time in District service will apply towards vacation and supplemental pension benefits.Details are available during the interview process.
