Job Description
OCT Consulting LLC is a boutique management and strategy consulting company that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.


Responsibilities And Duties


OCT Consulting has grown significantly within the last 3 years and continues to grow. We are looking to bring onboard an intelligent, intellectually curious, organized, diligent, and detail-oriented Management Consulting Analyst or Associate to support a government client’s Front Office strategy, business processes, and program management activities for the procurement line of business. Your first, longer-term project will involve supporting a government client’s high-level acquisition and program management review board. This review board will evaluate very large government procurements (e.g., $500M+) to ensure optimal program management best practices. You will be responsible for the facilitation and administration of at least six reviews per year, as well as the continued refinement of the business case, strategy, processes, and procedures that underpin the review board.


Alongside additional team members, you will work with programs that are coming before the review board to ensure compliance with requirements and to provide “customer service” support before, during, and after the review. This review board is new to the government client, and your team will continue to refine the analytical framework and administrative procedures as the review board matures. You will additionally support the development and enhancement of data processes that will help to build a multi-year calendar of reviews.


Note that this is an excellent opportunity to work with a small team of management consultants working closely with high-level government executives to build a new governance process for an agency.


Responsibilities and duties include:


  • Perform other administrative and management (e.g., conducting stakeholder briefings and feedback sessions) duties as assigned
  • Developing and refining key project management documents (e.g., the Project Management Plan, the Stakeholder Register, the Communications Plan) related to setting up the new governance process/body
  • Supporting the development of data processes that will help to build out a multi-year calendar of reviews
  • As requested, conduct self-directed research and analysis, produce reports and presentations, and complete other work, as assigned
  • Draft, finalize, and distribute meeting minutes
  • There will be ample opportunity to learn new skills (e.g., consulting frameworks, story-lining in PPT, process improvement, project planning, facilitation, etc.) and grow in your role to take on more responsibility
  • Assist with the development of various presentations, briefing materials, plans, and infographics using Excel, Google, and MS PowerPoint
  • Refining the business case (e.g., problem statement, overarching goals, high-level strategy), processes, and procedures related to the new governance body
  • Supporting executive-level meeting facilitation and scheduling, and facilitating new and recurring meetings to build consensus, gain approval on key decisions, and conduct research
  • Facilitation and administration of at least six executive-level review sessions per year
  • Conduct one-on-one and small group interviews to solicit stakeholder feedback


Qualifications And Skills


  • Exposure to acquisition/procurement in the Federal government space (Preferred)
  • Minimum of five (5) years of work experience providing mid-level project and program support within the Department of State, DoD, or other Federal agencies
  • Experience with data visualization tools, such as Power BI (Preferred)
  • Bachelor’s Degree or Master’s Degree (Preferred)
  • Highly intellectually curious and resourceful when approaching problems and determining solutions
  • Openness to feedback and continuous self-improvement; self-awareness to understand the areas where you excel and those which will require further development
  • Excellent communication skills, and the ability to work collaboratively in support of senior government stakeholders
  • Excellent organizational and detail-oriented working style; you should be capable of creating executive-level materials with minimal oversight
  • Previous management consulting (or similar) experience is highly desired (whether within the public or private sector; either is desirable)
  • Proficiency in Microsoft suite of programs, as well as Google tools to manage Shared files
  • Willingness to perform a broad range of tasks that include everything from high-level strategy creation to administrative duties
  • Experience with staff work within the Federal government space
  • Must possess or be able to obtain and retain a Moderate Risk Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check (Current Secret or higher clearance preferred)
  • Demonstrate critical thinking and flexibility in supporting a diverse set of projects
  • Ability to manage competing priorities and multiple taskings, and work in a fast-paced working environment
  • Top-notch organizational skills


Ability to Commute/Relocate


The position is primarily off-site but may require up to one day per week at the Federal client site in Rosslyn, VA (i.e., Arlington, VA) and/or in Washington, DC.

Pay: $95,000.00 - $115,000.00 per year, commensurate with experience and education.
