***Seeking candidates who live within commuting distance of the Los Angeles metro area (California) to support training development requirements for a government sponsored health system.***

Overview

W.G.Consultants will provide Intermediate Emergency Management to healthcare organizations throughout the established and agreed upon Project Performance Period. Consultants must be available for activation and deployment to project sites throughout the United States upon notice. Deployment priority may be given to the consultant’s home state as much as operationally possible.


Consultant Responsibilities

  1. Leads day-to-day operations of emergency management programs through effective planning, coordinating, prioritizing and evaluating of operational activities. Assesses the overall effectiveness of the incident command operations and implements strategies for continuous improvement.
  2. Oversees and maintains all emergency preparedness, mitigation, response and recovery activities, such as the development and implementation of comprehensive emergency response plans, policies, procedures in alignment with the National Incident Management System (NIMS) and the Homeland Security Exercise and Evaluation Program (HSEEP), and applicable regulatory standards.
  3. Develops healthcare setting’s Emergency Operations Plan (EOP), Continuity of Operations Plan (COOP), Communications Plan, Incident Response Guides (IRGs), Hazard Vulnerability Analysis (HVA), and other documents. Conducts an annual evaluation of the Emergency Management Program to assess program effectiveness.
  4. Develops and maintains all documents related to regulatory standards, such as After-Action Reports/Improvement Plans (AAR/IP), 96 hour inventory, and training records.
  5. Develops, plans, and coordinates emergency preparedness and appropriate training programs, education, and exercises; tracks staff training compliance, monitors and evaluates program effectiveness and identifies opportunities for improvement. Prepares and manages informational data and responds to emergency management related surveys, as needed.
  6. Establishes and maintains health care setting’s Incident Command Structure to effectively accomplish goals of the healthcare setting; develops and implements critical workflows for efficient operations..
  7. Collaborates with leadership in System-wide emergency management meetings and initiatives and manages various projects.
  8. Sets operational and financial performance goals and leads the coordination and development of the departmental budget; assists in the justification, development, and allocation of fiscal resources related to emergency preparedness activities. Manages emergency preparedness grants, as appropriate.
  9. Provides on-call administrative and leadership support to facility leadership and Incident Management Team. Maintains up-to-date emergency contacts directory that includes the Incident Management Team, executive leadership, department leads, central office and external agencies.
  10. Conducts at least two (2) emergency plan activations or exercises and prepares After Action reports and Improvement Plans (AAR/IP).
  11. Conducts periodic tests to ensure that emergency management communications systems are operational and conducts periodic inspections to ensure that equipment used during emergency management drills and actual events is in place and operational.
  12. Oversees the procurement, management, and routine inventory of emergency supplies and inventories, including but not limited to, equipment used by departments for decontamination; evacuation; and downtime procedures.
  13. Chairs the interdisciplinary working groups, and provides oversight of its sub-committees and their work, as appropriate; reports Committee’s activities and incidents to the higher authorities, as required.
  14. Completes additional training, as needed, including, but not limited to, National Incident Management System (NIMS)/Incident Command System (ICS), Hazardous Waste Operations & Emergency Response (HAZWOPER), Certified Healthcare Emergency Professional, Master Exercise Practitioner).
  15. Attends emergency management and preparedness related meetings and conferences; participates in internal/external quality assurance/performance improvement (QA/PI) activities, programs, training, as required.
  16. Performs continuity planning functions. Creates and performs Business Process and Impact Analysis to support Continuity of Operations. Facilitates and evaluates continuity exercise in order to prepare for unexpected disruption of services organizational functions. .
  17. Performs other related work, as assigned, and is able to work off-hours (nights and weekends), as needed during emergencies.


Qualifications


Minimum Qualifications

  1. Bachelor’s degree from an accredited college or university in disciplines Emergency Management, Engineering, Health Administration, or other degree commensurate with operations and management.
  2. 3 - 5 years work experience in one (1) of the phases of emergency management (Response, Mitigation, Planning, Recovery)
  3. Associate Emergency Manager or Certified Emergency Manager certification.
  4. Federal Emergency Management Agency (FEMA) Independent Study courses IS-100, 200, 700, 800.
  5. Master Continuity Practitioner or Certified Business Continuity Practitioner Certification.
  6. Hazardous Materials Response Operations certification (Operations Level)
  7. Instructor Certification (Instructional Systems Designer).
  8. Healthcare Emergency Response Team Trainer (FEMA).


Preferred Qualifications

  1. Master’s Degree and above
  2. Healthcare operations experience (clinical or non-clinical)
