POSITION DESCRIPTION



Position: Low-Income Housing Compliance Specialist


** Virtual / Remote Position**

As a Low-Income Housing Compliance Specialist, you will be responsible to finalize tenant income certifications, and assist in all areas regarding compliance with Tax Credit, HOME, National Housing Trust Fund, and affordable housing programs. A strong focus on program regulatory knowledge, customer service, community relations, and knowledge of fair housing is critical to success in this role. The portfolio which you will be overseeing is limited to Alaska, thus following all state specific and federal low-income housing compliance & underwriting guidelines. Possible travel to on-site locations on an as-needed basis.


As a remote worker for an entirely Alaska based portfolio, you should be prepared to work 8 hour days that are consistent with the average AK workday. In other words, you might be in California but you would work 10 AM to 6 PM so as to be compatible with the on-site manager work hours.


This is a unique opportunity to virtually serve as the compliance backbone for six on-site managers, who separately manage around 250 low-income units throughout both Urban and more Rural Alaska. As a Low-Income Housing Compliance Specialist, you will have the opportunity for as-needed on-site visits to unique Alaskan locations such as Dutch Harbor, Kodiak Island, and Ketchikan. These visits are thoughtfully planned and occur on a selective basis, intended to offer crucial support to our on-site managers and address specific compliance requirements at individual properties. Your presence during these rare on-site occasions will enable you to gain valuable insights into the distinct needs of each community, allowing you to provide tailored solutions and make a meaningful difference in the lives of our residents throughout the Last Frontier.



ESSENTIAL FUNCTIONS


The duties and responsibilities of the Low-Income Housing Compliance Specialist shall be as follows, plus any other duties and responsibilities as the Asset Manager and Management Agent may deem necessary to assure timely and accurate completion of Tenant Income Certifications, and compliance auditing documentation is provided to third party regulators and affiliates. This position is a full time, salaried position not to exceed 8 hours per day and/or 40 hours per week. Virtual in-meeting hours & focus may vary due to the specific needs of the portfolio.


  • Navigates throughout the Real Page software on a consistent basis.
  • Maintains resident files in accordance with the applicable housing program regulations andNorth Star Management policies.
  • Monitors compliance with applicable state, federal and local laws as they relate to housing program/policy.
  • Assists in training staff in use of computerized compliance administration, if applicable.
  • Performs resident file inspections to ensure all documentation and filing requirements are met and that the documentation is complete and correct.
  • Stays abreast of all compliance issues and updates.
  • Assists Site Manager with legal proceedings involving compliance regulations/terminations.
  • Ensures timely completion of Section 8/Section 42 annual recertification process.
  • Ensures compliance with the site’s compliance programs.
  • Other job duties as required.
  • Assist with problem solving in Real Page.
  • Responsible for inspecting certification packets for completeness.
  • Demonstrates regular and consistent attendance.
  • Ensures timely compliance with Tax Credit and Section 8 recertification timelines.
  • Ensure compliance requirements are being met with the site’s affordable programs.



REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:


  • Is team-oriented and flexible in assuming new responsibilities as they arise.
  • 2-5 years of experience in tax credit, affordable housing program compliance.
  • 2-3 years of prior experience working in property management strongly preferred.
  • As applicable, must possess a valid driver’s license, reliable vehicle with insurance and safe DMV driving record.
  • Detail-oriented, with strong organizational, problem-solving and administrative skills.
  • Experience with diverse communities, including tenants limited English proficiency.
  • Experience in Alaska specific low-income compliance and related legal preferred, but not required
  • High school diploma or equivalency; Associates Degree in Business or a related field preferred.
  • Possesses initiative and thrives in a fast-paced work environment.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Proficiency in the Adobe Acrobat (PDF viewing and Editing)
  • Certified Occupancy Specialist, Certified Occupancy Specialist, Housing Credit Certified Professional designation strongly preferred.
  • Type 55 wpm with minimal errors.
  • Experience with RealPage software strongly preferred.
  • Ability to exercise judgment and suggest creative approaches to new issues.
  • Significant experience working remotely


WORK ENVIRONMENT:

This position operates in a professional virtual environment, allowing you to work from the comfort of your own home. You will utilize standard office equipment such as computers, phones, and virtual file systems.


PHYSICAL REQUIREMENTS:

In this virtual role, you’ll primarily be seated (or standing) at your desk for up to 8 hours per day, with occasional walking and standing as needed. You will be required to look at a computer screen for extended periods of time.

For any as-needed on-site visits, you should have the ability to move freely throughout the property and office. The necessity for on-site visits is on an as-needed basis, no more than a couple times a year.

Additionally, occasional lifting of up to 25-30 lbs may be required. This virtual position involves typing, grasping, writing, standing, sitting, walking, repetitive motions, bending, and requires good listening, hearing ability, and visual acuity.




COMPENSATION:


The Compensation package will be determined based on the experience and abilities of the applicant.


Other Benefits:


The Compliance Specialist will be entitled to 40 hours paid time off during each of the first two years of service and a two-week annual vacation after the second full year of service (this is negotiable). The vacation time will be paid, but the Compliance Specialist will be responsible for arranging for temporary replacement staff during their absence, which will be paid by the facility.
