Class Definition

General Statement of Duties: To serve as a legal assistant for the Department of Public Safety (DPS) Chief Legal Counsel; to be responsible for the performance of a variety of paralegal duties and assist with administrative duties directly related to the support and maintenance within the Department of Public Safety Office of Legal Counsel.
Supervision Received: Receives general supervision from the Legal Administrative Assistant and Chief Legal Counsel with latitude for the exercise of initiative and independent judgement.
Supervision Exercised: Minimal. At times, may supervise and review the work of clerical and paralegal aides or subordinates engaged in administrative tasks.

Illustrative Examples of Work Performed

  • Prepare legal correspondence, affidavits, and other relative documents.
  • Maintain and organize cases and documents in an electronic or paper filing system.
  • Prepare, scan, purge documents and files in compliance with departmental policies & procedures, rules & regulations, and APRA requests.
  • Analyzing, gathering, summarizing, and compiling substantive information on various legal issues and matters.
  • Completing any project assigned by the Chief Legal Counsel in performance of job duties.
  • Consistent with Department policy and state law, responsible for the retrieval, redaction, and distribution of footage from body worn cameras.
  • Perform other routine clerical tasks incidental to the work of the Office of Legal Counsel and completing related work as requested.
  • Perform a variety of administrative and paralegal duties directly related to the support and maintenance of the Office of Legal Counsel within the Department of Public Safety.
  • Supervise, plan, train and review the work of a staff including, but not limited to paralegal aides, clerks, and interns.
  • Assist with obtaining information or material needed in the response to correspondence, legal research, and analysis of law sources such as statutes, legal articles, legal decisions, codes, opinions, rulings, memoranda, and other legal material for review, approval and use by a superior.
  • Maintain confidential departmental and agency files, legal files, and case controls.
  • In addition to APRA requests and body worn camera footage, process and prepare responses for any other requests for information, which include court requests, subpoenas, internal agency requests, external agency requests, and/or any other equivalent requests.
  • From receipt through completion, responsible for retrieval, redaction, preparing and distribution of response to any Access to Public Records Act (APRA) request.

Required Qualifications for Appointment

Knowledge, Skills, and Capabilities: A working knowledge of legal practices and procedures associated with the cases handled by the Legal Office; effectively plan, organize and supervise the work of others involved in carrying out the clerical and paralegal duties associated with a legal services division; a comprehensive understanding of the requirements of the Access to Public Records Act (APRA); perform assigned responsibilities in a timely and professional manner; be able to maintain confidentiality of sensitive information; the ability to communicate effectively with lawyers, paralegal and clerical staff in other state and private law offices regarding legal cases of mutual concern; effectively manage time sensitive documents and multi-task in a fast paced legal environment; knowledge of various legal database software; proficiency with all aspects of Microsoft Office, particularly Outlook, Word, and Excel.

EDUCATION AND EXPERIENCE:

Education:
Graduation from a senior high school with a preference of a college degree in a related field, including or supplemented by various professional courses/seminars related to legal issues, supervisory procedures and management information systems, and completion of an accredited paralegal certification program of education and training, or an associate degree in paralegal studies, or
Experience: Such as may have been gained through considerable employment as a responsible paralegal or legal administrative assistant relative to an extensive legal services program and the independent handling of confidential information and administrative details in a law enforcement related environment. Extensive knowledge of and experience with the application of the Access to Public Records Act (APRA) for the handling of public records requests.
Or any combination of education and experience substantially equivalent to the above education and experience

Supplemental Information

  • This position requires the successful completion of a comprehensive background investigation conducted by the Rhode Island State Police.
  • Must successfully complete annual APRA certification as set forth in Rhode Island General Law § 38-2-3.16.
