Job Description

Duties

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.
The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.
As a/an Lead Grants Management Specialist, you will:
  • Provide advice and guidance to grantees on unique situations not previously encountered and for which there are no national precedents or experience.
  • Provide guidance and technical assistance in the development of policies, procedures, and the implementation of grants and new funding that are awarded through a competitive Notice of Funding Opportunity (NOFO) process within the Multifamily Housing Division.
  • Provide training, guidance, and support to other Grants Specialists on policy, procedure, and implementation issues regarding grants and new funding activities or programs as assigned to or undertaken by the Multifamily Housing Division nationwide.
  • Serve as a senior subject matter expert for grants management and oversight.
  • Provide technical assistance to program participants with initial grant setup and grant transfers Responds to questions, identifies technical assistance needs and develops and delivers training to address those needs.

Qualifications

You must meet the following requirements by the closing date of this announcement.
To be qualified for the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as:
  • Managing and overseeing the Federal, grant process, negotiating grants, and the administration of grants; AND
  • Assisting in grant policy decisions by participating in meetings, forums, and working groups, recommending improvements to grant award functions.
  • Performing grant audits and closing-out completed files; AND

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
