Job Description
About The Position


The Riverside County's Transportation and Land Management Agency (TLMA) - has an opportunity for a Land Use Technician - Level I/II, assigned to the Palm Desert location. The Land Use Technician will play an important role in the planning case application intake process, interpreting county land use ordinances for the public, providing assistance to customers seeking guidance and advising on land development and structures. The selected candidate will receive proposed plans for building permits, collect fees, conduct research using maps and assessment records, as well as determine plans and conformance to State and local building codes, construction plan requirements, easements, setbacks, road dedications and planning requirements.


Competitive candidates will have experience in land use, zoning planning, title searches, building inspection, map making, or surveying and should have experience using a Geographical Information System (GIS), Blue Beam or Public Land Use System (PLUS) software. Additionally, candidates will have knowledge of County Ordinances 348 and 457, be proficient in Microsoft Office Suite and have outstanding customer service skills.


Bilingual In Spanish Is Preferred, But Not Required.


This position will work a 9/80 schedule from 7:00 a.m. to 5:00 p.m. with every other Monday off from 7:30 a.m. to 4:30 p.m. No telecommuting is available.


The Land Use Technician I is a natural progression underfill for the Land Use Technician II. Incumbents are eligible to promote to Land Use Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.


The Land Use Technician II is the experienced working level classification in the Land Use Technician series and reports to either a supervisory or management level position. Incumbents are assigned a variety of field and office duties of average difficulty and are expected to perform these tasks with a minimum of supervision. Advancement to the next level is obtained by competitive selection through an open recruitment.


MEET THE TEAM!


The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments. They are the Planning Department, Building & Safety Department , Transportation Department, Code Enforcement Department, Environmental Programs Department, and the Administrative Services Department.


Examples Of Essential Duties


  • Research zoning maps, general and community plans, and specific plans, to answer questions relating to use of specific property.
  • Make routine inspections to note compliance with various land use requirements; confer and coordinate activities with other interested County departments.
  • Research legal descriptions, property ownership and history using maps, computers, and Assessor-Clerk-Recorder records; issue addresses to parcels.
  • Interpret and apply the County land use ordinances as they relate to construction and use of structures and land; check applicants proposed plans for building permits and determine if plans are in accordance with land use ordinances and regulations.
  • Complete initial planning case processing of applications and calculate fees.
  • Inform developers, contractors and members of the public on matters pertaining to land use regulations, building codes, construction plan requirements, easements, building setbacks, road dedications and planning requirements.
  • Generate basic building permits.
  • Conduct research and prepare reports and routine correspondence; may appear as a witness in court for violation cases.
  • Advise violators of ordinance requirements and attempt to gain compliance by advising applicants of the requirements and the various procedural steps they may take to resolve various issues; if further action is required, gather all pertinent facts from the parties concerned.


Minimum Qualifications


The level at which the position will be filled is at the Department's discretion and based on candidate qualifications.


Land Use Technician Level I $24.5433 - $33.0513


Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.


Experience: Two years of clerical or technical experience in a public works organization with exposure to land use, zoning, planning, code enforcement, title searching, building inspection, map making, surveying, or a directly related field. (Completion of undergraduate level courses from an accredited college or university may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required experience.)


Land Use Technician Level II $26.9322 - $38.7328


OPTION I
Education:
Graduation from high school or attainment of a satisfactory score on a G.E.D. test.
Experience:One year as a Land Use Technician I with the County of Riverside or an equivalent position.
OPTION II
Education:
Completion of 60 semester or 90 quarter units from an accredited college or university. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.
ALL OPTIONS
License:
Possession of a valid California Driver's License is required at time of hire.
Knowledge of: State laws and municipal and County ordinances governing land use and zoning; the elements of planning and zoning theory.
Ability to: Read, interpret and research laws, rules and regulations; read legal documents and interpret legal descriptions; read maps, architectural drawings and interpret building plans; establish and maintain effective working relationships; prepare clear, concise and accurate reports; maintain files; speak and write effectively.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual)
0< 3 year = 80 Hours (10 Days)

10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
