Introduction


The Wisconsin Department of Children and Families (DCF), Division of Management Services (DMS), Bureau of Information Technology Services (BITS), Family and Economic Support Technology Services section (FESTS) is currently recruiting to fill a KIDS Project Manager position. We will be filling this position at the Consultant or Specialist level depending on the qualifications of the selected candidate

This position may allow hybrid work for a portion of the work schedule up to 95% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Waukesha, Green Bay, Eau Claire, Wisconsin Rapids, La Crosse, Rhinelander, and Fond du Lac. Employees need to report to the 201 W. Washington Ave. Madison, WI office on their first day for onboarding and orientation.

Position Summary


The Consultant/Administrator level position provides the most advanced level technical expertise and project management for applications professional IS work that supports all phases of the systems development life cycle, which includes development, implementation, testing, and maintenance of multi-platform including mainframe, Client/Server, and Internet systems in the FESTS section of DCF BITS.

The Specialist level position is responsible for ensuring the continued successful maintenance and enhancement of this system. This position functions as system expert for planning and implementing system changes, testing and approving work of other BITS or vendor staff prior to implementation of system changes.

Salary Information


The starting salary is between $32.20 and $47.00 per hour ($66,976 and $97,760 annually) depending on qualifications for the Specialist level and is in pay schedule/range 07-33. The starting salary is between $36.79 and $54.00 per hour ($76,523 and $112,320 annually) depending on qualifications for the Consultant level and is in pay schedule/range 07-32. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. A one-year probationary period may be required.

Job Details


Due to the nature of the position, final candidates will be required to complete a comprehensive fingerprint-based background investigation to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.


Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications


Minimally qualified applicants will have:

  • Professional work experience with relational database design and development (such as DB2 or SQL Server)
  • Experience working with the customer to identify and refine business requirements and perform related requirements analysis
  • Professional work experience in developing mainframe applications using COBOL and JCL
  • Full SDLC project management experience (e.g., assigning or delegating responsibilities, defining milestones and deliverables, monitoring activities and timelines, evaluating and reporting on accomplishments, etc.)


Well-qualified applicants will have:

  • Professional work experience in developing distributed web applications using Java or .NET
  • Professional work experience with technologies like CICS or IBM MQ Series
  • Work experience with complex systems in any of the following industries: insurance, government or health care
