CLASSIFICATION TITLE: Physician-Specialty Services

TEMPORARY END DATE: This position is temporary and ends on or before June 30, 2024. Any continuation beyond June 30, 2024 is contingent upon satisfactory performance and available funding.

FT/PT: Part-time, 20 hours per week

PAY PLAN: 10/12 pay-plan

WORKPLACE TYPE: On-site (work in-person at business location)

ANTICIPATED HIRING RANGE: $7,639 - $8,681

CSU CLASSIFICATION SALARY RANGE: $5,721.50 - $11,136

SPECIAL INSTRUCTIONS TO APPLICANT:

FOR PRIORITY CONSIDERATION, applications must be received by May 15, 2023; however, the position will remain open until filled.

**This is a 10/12 pay-plan designated position.** Employees appointed on this 10/12 pay-plan position work 10 months of the year and receive the months of January and June off. Employees are paid an amount equal to 10 months’ salary over a period of 12 months. The first full months off will be January and June 2024.

POSITION PURPOSE: By working cooperatively and collaboratively with the Counseling Center Coordinator, staff, Counselor Faculty and, as needed, the Student Health Center Director, the Psychiatrist is responsible for providing general psychiatric care to CSUB students who experience mental health problems that may be managed by medication.

DUTIES & RESPONSIBILITIES:

Clinical Duties

  • Develop treatment plans for patients and provide consultation regarding advisability of treatment with various therapeutic options including psychiatric medication and movement of patients with chronic psychiatric conditions.
  • Contribute to the establishment of policy regarding psychiatric diagnosis, treatment, referral, confidentiality, release of information to and from outside professional sources, record keeping and any other issues affecting standards of practice for psychiatry.
  • Diagnose psychiatric conditions according to the Diagnostic and Statistical Manual of Mental Disorders (DSM) criteria.
  • Maintain strict patient confidentiality.
  • Meet with Counselor Faculty to provide consultation on psychiatric care of students.
  • Provide support for students concerning their psychiatric condition.
  • Utilize accepted professional practice guidelines for general psychiatry and observes the ethics and standards of the American Psychiatric Association and the California Medical Association to diagnose, prescribe, and manage medications for the treatment of psychiatric disorders of students.
  • Provide immediate care for acute psychiatric conditions including appropriate arrangement of hospitalization through appropriate community resources.
  • Use of appropriate community resources for students who may need long-term psychiatric care.
  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Establish, diagnose, and document the treatment plan and prognosis using the Counseling Center Electronic Record System, Titanium Schedule.
  • Collaborate with Counseling Center Coordinator and Student Health Services Director to provide an interdisciplinary approach to managing student mental health cases.
  • Provide psychiatric assessment and medication management to students by meeting with them individually to evaluate. Assures continuous and ongoing quality, accessibility, and safety of psychiatric services to students.
  • Must be able to work occasional holidays and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.

Other job duties

REQUIRED QUALIFICATIONS:

EDUCATION & EXPERIENCE – Graduation from an accredited medical institution recognized by the Medical Board of California and completion of one or more psychiatry residency programs and/or fellowships accredited by the Accreditation Council for Graduate Medical Education (ACGME) or equivalent in a specialty appropriate to the assigned specialty duties.

LICENSES – Possess valid and current State of California license in good standing to practice medicine. Current American Board of Medical Specialties Certification in psychiatry or Board Eligible in Psychiatry within 24 months of employment. Valid Drug Enforcement Agency (DEA) registration and number for prescribing controlled substances. CPR/AED certification required. Possession of a valid driver’s license or the ability to obtain by date of hire.

If a physician loses certification, then the physician may be allowed to continue to provide health care for up to one year while recertification is obtained. If they are not recertified within the one-year grace period, then the physician's clinical privileges in the Counseling Center may be suspended immediately.

SKILLS, KNOWLEDGE & ABILITIES (SKA’s) –

  • Working knowledge of or ability to quickly learn University infrastructure.
  • Thorough knowledge of applicable professional ethics standards and patient privacy.
  • Excellent computer skills and competence with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email.
  • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
  • Excellent communication skills: ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.
  • Knowledge of local, state, and national laws and regulations pertaining to the medical field and the assigned specialty.
  • Thorough knowledge of and the ability to effectively and efficiently apply the principles and methods essential to the diagnosis and treatment of medical and/or mental health disorders within the scope of the assigned specialty.
  • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  • Ability to listen to divergent views and facilitate a resolution to situations as needed.
  • Demonstrated ability to prioritize and manage a variety of clinical duties as part of a multi-disciplinary team.
  • Ability to maintain a high degree of confidentiality.
  • Possesses a customer-oriented and service-centered attitude.
  • Regular and reliable attendance is required.
  • Work collaboratively and effectively with Administrative Support Staff for scheduling, forms, etc.
  • Ability to meet students where they are during the morning and afternoons, either virtually or in person, from an office located in the CSUB Counseling Center
  • Ability to interpret, communicate and apply policies and procedures.
  • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Thorough knowledge of English grammar, spelling and punctuation.
  • Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.

PREFERRED QUALIFICATIONS:

  • Demonstrated skills in an institutional/educational environment.
  • Strong experience working with a diverse population and a wide range of psychiatric diagnoses in a university or outpatient setting.
  • Strong interest in working with university-age patients.
  • Prior or current affiliation with a hospital or outpatient clinic.

PHYSICAL DEMANDS: MEDIUM WORK – up to 40% of the activities involve sitting, standing, squatting, kneeling, or walking; lifting heavy weight objects limited to 50 pounds; may involve pushing and pulling objects within the weight limits.

SPECIAL CONDITIONS:
