Job Description

Berkeley Lab’s IT Division has an opening for an IT Policy Program Manager. In this role, you will work with the Chief Information Officer, Chief Information Security Officer and another IT Policy Program Manager to engage with both internal and external stakeholders to help achieve the best policy outcomes regarding technology and cyber security for the Lab’s researchers.


Tucked away in the temperate hills of Berkeley, a short bike ride from the University of California, Berkeley campus, the Lawrence Berkeley National Lab is a testament to the power of mission oriented science. In this role, you will have a unique opportunity to help protect scientific research imperative to solving some of the world’s most pressing challenges. With 14 Nobel laureates and 84 members of the National Academy of Sciences, Berkeley Lab’s acclaimed research community has fostered cutting edge research across the globe. The privacy and security policies you help craft could simultaneously touch on research as local as improving water resilience in California, as cutting edge as CRISPR-Cas9, and as celestial as parts of the James Webb Telescope.


This position will require equal parts policy analyst, teacher, negotiator, and technology generalist. You will serve as a key point of contact with stakeholders to explain the Lab’s positions and performance while functioning as a key part of the risk management team for cyber security and other IT policy areas including building the Lab’s Information Protection and Privacy Programs, helping implement Federal Agency Orders related to cybersecurity, and working with the IT Policy team to make sound, efficient, risk-based decisions for the Lab community. What You Will Do level 2:

  • Develop internal policy documents and program documents to foster the implementation of cyber security, information protection, privacy, and IT requirements at the Laboratory.
  • Serve as the key point of contact for audits and oversight related to IT and Cyber at Berkeley Lab including the management of assessments and data calls.
  • Work closely with the Cyber Security team to help plan and engage in risk management strategies.
  • Monitor legislative and policy changes at the state and national level and develop issue briefs and strategies.

What You Will Do level 3:

  • Represent LBNL’s information technology and cyber security policies and performance to both the Department of Energy (DOE) and the University of California (UC).
  • Coordinate with peers at other National Laboratories and other UC Campuses to leverage policy efforts effectively.

What is Required level 2:

  • Excellent time management and organization skills to manage the elements of the IT Policy program, work to deadlines, and coordinate effectively with internal and external stakeholders as it relates to program requirements and objectives.
  • Demonstrated written communication skills with the ability to write clear and concise issue briefs, assist in planning how to meet its requirements and/or make changes to reflect the needs of the organization.
  • Bachelor’s degree/advanced degree in a related field and/or equivalent training experience with preferably a minimum of 3 years work experience with increasing responsibility in program administration and planning.
  • Ability to quickly understand technical concepts and determine the implications of particular requirements and policies.
  • Demonstrated communication skills with the ability to articulately describe our efforts, engage in calm and rational discussion and negotiation with internal and external stakeholders, and generally translate quick thinking into politically savvy verbal and written communication.

What is Required level 3:

  • Demonstrated analytical skills including policy analysis with the ability to read IT policy documents from National Institute of Standards and Technology (NIST), Office of Management and Budget (OMB), or Department of Energy (DOE).
  • Bachelor’s/advanced degree in a related field and/or equivalent training experience with preferably a minimum of 5 years work experience including program planning, scheduling, and budgeting. Experience with utilizing computerized databases and information systems.

Desired Qualifications:

  • Experience with auditing, cyber security, information technology, information technology policy, risk management, privacy, and performance assurance.

  • This level 3 position is expected to pay $145,092.00 - $177,336.00 annually, which fits within the full salary range of $128,964.00 - $217,632.00 for the position. Salary for this position will commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
  • This level 2 position is expected to pay $119,796.00 - $146,412.00 annually, which fits within the full salary range of $106,476.00 - $179,688.00 for the position. Salary for this position will commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
