IT Director, Office of the Attorney General


Salary $100k – $130k DOE – Full state employee benefits package which includes 11 paid holidays, sick leave, compensatory time for work in excess of a 40 hour week, low cost downtown parking, and PERSI retirement, plus options for medical/dental insurance, wellness program, 401k, deferred compensation program, and pre-tax flexible spending accounts for qualifying childcare and medical expenses. Primary Duties:The Idaho Office of the Attorney General has an immediate opening for an IT Director at our central office in Boise, Idaho. This is an appointed position and reports to the Administration & Budget Division Chief. It is exempt from classified service and the rules of the Division of Human Resources.


The IT Director is responsible for multiple, diverse, and strategically critical IT management and operations responsibilities for the office in support of legal and law enforcement operations. Incumbents will supervise a team of IT staff in various technical disciplines, and are responsible for the hiring, assignment, training and performance evaluation of the staff. Incumbents are responsible for establishing long-term, strategic policy decisions for technology needs and must ensure the alignment of technology strategy with the office’s business plans and operational needs. Incumbents recommend significant IT changes, aligning support and directing the change management efforts required for implementation. Incumbents analyze fiscal requirements and recommend budgets for personnel, operations, hardware/software, and training in support of IT functions across the office. Incumbents are responsible for vendor relationships and procurement of all IT-related equipment.


Job Responsibilities Include, But Are Not Limited To


  • Communicates with other State of Idaho agency IT Directors and points-of-contact for various technical, support, and collaboration needs;
  • Prepares progress and budget reports/requests;
  • Analyzes business requirements for IT needs and systems;
  • Oversees IT operations and leads a team of IT staff;
  • Assesses need for new equipment and software;
  • Builds and maintains relationships with outside vendors;
  • Manages organization service desk, monitors and assigns tickets, and ensures customer satisfaction;
  • Hires new members of IT staff and evaluates performance;
  • Designs and implements IT strategies and infrastructure;
  • Assesses and reports on various IT regulatory compliance standards including, but not limited to required cybersecurity standards;
  • Oversees cybersecurity operations and the confidentiality, integrity, and availability of the Office’s information technology resources;
  • Communicates within IT team, across departments, and to senior management;


This position will support the office during normal business hours but will be required to monitor and respond to issues off-hours, including evenings and weekends, as needed.


Requirements


  • Experience with currently accepted principles and practices in the areas of systems analyses, technical support, and operations of various hardware and software platforms including legacy systems local and wide area networks;
  • Considerable knowledge of current industry trends, products, and services in information systems and software;
  • Ability to explain complicated technical issues or concepts to non-technical staff;
  • A minimum of three years overseeing IT teams and projects;
  • Experience with enterprise level cybersecurity best practices and requirements;
  • Experience with establishment and administration of standards and conventions, including policies/procedures and regulatory compliance;
  • Strong interpersonal, communication, and leadership skills;
  • The candidate will be required to pass a fingerprint-based background check prior to employment;
  • Experience with budgeting and procurement (IT or government experience preferred);
  • Excellent analytical and problem-solving skills;
  • Good knowledge of business/public administration;
  • A minimum of eight years IT operations experience (enterprise or government experience preferred);
  • Bachelor’s Degree in Information Technology, Business Administration, Information Systems, Computer Science or a related field;
  • Experience with enterprise software and infrastructure testing and integration procedures; and data conversions and migration techniques;
  • Certifications in the IT industry and/or demonstration of continued learning/education;
  • Ability to manage and prioritize tasks and projects for a team with multiple customers and competing deadlines;
  • Experience with distributed client/server architectures, relational database management systems design and development, and technology architecture;


The candidate must have great organizational skills, including the ability to work independently or part of a team, be able to prioritize work and multi-task, and have strong interpersonal skills with both customers, team members, and senior management staff.
