Job Description


Conduct thorough and detailed investigations of employees, employers and jobsites pertaining to Contractor Registration as set forth in the Code of Iowa Chapter 91C. Investigations by inspectors of the Iowa Division of Labor of Iowa Workforce Development, having jurisdiction for investigation and enforcement in cases where contractors may be in violation of the requirements of this code. The investigator shall examine complaints, allegations, and referrals from the public, other State of lowa regulatory agencies, and/or interested parties. The investigator shall gather all necessary information to support the status of all contractors in question. This may be done through interviews, records and public information review, on-site observations, and any other available fact-finding steps including subpoenas. This includes that all out-of-state contractors file a bond with the Division of Labor, Contractor Registration.


  • Collaborate with other agencies within Iowa Workforce Development such as the Misclassification Unit, UI Tax Division, Workers Compensation, and other Division of Labor Bureaus (Iowa OSHA, Wage and Child Labor Unit) to determine compliance with Contractor Registration requirements. Research contractor registration status for workers compensation coverage and surety bonds. Perform fact-finding interviews with contractors before recommending the contractor registration be revoked. Collaborate internally and with other agencies for identified debts before granting the surety bond release.
  • Research, investigation, and documentation as necessary for all reports and case status to support citations and any required litigation. Detailed description of violation/s and reference to provision of lowa Code for alleged violation/s. Issuance of necessary penalties, right to contest, employment appeal board review, and notification to the Iowa Department of Revenue upon final agency action for citation and assessment of penalty against a contractor as set forth in Chapter 91C of the Iowa Code. Collaborate with Division of Labor legal staff and management to ensure appropriate and thorough documentation on all cases.
  • Perform compliance assistance and outreach. Labor unions, trade associations, local law enforcement, State Attorney General's Office and other state and municipal agencies may be appropriate stakeholders. This shall include answering questions and inquiries directed to Contractor Registration and assisting with referrals to other agencies as necessary. Represent the Labor Commissioner and the Division of Labor when conducting outreach activities concerning compliance with Contractor Registration requirements.
Essential Knowledge & Skills


  • Investigate and research complaints and contractors who may not be registered.
  • Conduct a broad range of investigations for contractor registration compliance during on-site evaluations.
  • Requires financial collection knowledge and perform collections.
  • Enter data into web-based software application, perform functions such as telephone calls, filing, logging information and typing necessary to input accurate information into the data base.
  • Requires PC knowledge, effective communication skills, customer focus and organizational skills. Requires work attendance.
  • Communicate in writing in a manner such that violations of the standards are understood and so that violations can be upheld when litigated.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • A total of five years of education and/or full-time experience (as described in number one or two), where thirty semester hours of accredited college or university course work in law enforcement, corrections, criminology, police science, accounting, finance, or law equals one year of full-time experience.
  • Graduation from an accredited four-year college or university with a degree in law enforcement, corrections, criminology, police science, accounting, finance, or law, and experience equal to one year of full-time work as an investigator requiring knowledge in law enforcement, corrections, or criminal investigation.
  • Graduation from an accredited four-year college or university with a degree in law enforcement, corrections, criminology, police science, accounting, finance, or law, and experience equal to one year of full-time work in the administration of a program involving application of agency unemployment insurance or public assistance benefit programs, correctional rules and regulations, and/or court or administrative hearings processes.
  • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Investigator 1 or twenty-four months of full-time work as a Warehouse and Grain Dealer Examiner.
