The Alcoholic Beverages Division (ABD) is recruiting to fill a vacancy for an Investigator 2 to support all operations of Iowa ABD. The Alcoholic Beverages Division of the Iowa Department of Revenue governs the sale and use of alcohol in the state of Iowa in the following ways:
- Wholesales alcoholic liquor to over 2,000 privately-owned liquor retailers in Iowa.
- Licenses businesses seeking to manufacture, distribute, and sell alcoholic beverages in Iowa.
- Regulates businesses that sell alcohol products in Iowa.
- Deposits about $150 million into the state's General Fund each year supporting programs that benefit all Iowans.
- Educates stakeholders on how to stay in compliance with alcohol law.
- Maintaining the confidentiality of the program
- Ensuring inspection reports are complete and accurate and are given to the Program Coordinator in a timely manner
- Serving as a commissioned officer of the Food & Drug Administration (FDA) and performing inspections at tobacco retail establishments across Iowa
- Traveling throughout the state of Iowa up to 90% of the time to conduct inspections
- Recruitment, training, and supervision of underage persons in the program and ensuring parents and/or guardians give consent and are fully aware of what the program work entails for those that are under the age of 18
- Coordinating underage person's availability prior to conducting inspections and safely transporting them to and from inspections
- Tobacco enforcement activities related to both the federal and state level tobacco enforcement programs
- Professional experience in work that requires conducting investigations and writing clear, comprehensive, and accurate records of fact that ultimately arrive at a conclusion or recommendation.
- Professional experience working independently, off-site, and without direct supervision.
- Demonstrated experience interacting with youth in a professional, supervisory capacity.
- Professional experience conducting investigations, inspections, or audits that deal with the tobacco industry.
- Alternative solutions, conclusions or approaches to problems.
- Critical Thinking – Using logic and reasoning to identify the strengths and weaknesses of
- Active Learning – Understanding the implications of new information for both current and future problem-solving and decision-making.
- Complex Problem Solving – Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

001 Investigative Work
6 months’ experience, 12 semester hours, or a combination of both in one or in any combination of the below areas involving: Private investigation, Insurance company investigations, Parole/probation officers and similar investigative backgrounds such as misrepresentation/fraud investigations, or accident analyses, Creating reports to determine cause or responsibility in illegal or inappropriate actions involving the public domain
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- A total of five years of education and/or full-time experience (as described in number one or two), where thirty semester hours of accredited college or university course work in law enforcement, corrections, criminology, police science, accounting, finance, or law equals one year of full-time experience.
- Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Investigator 1 or twenty-four months of full-time work as a Warehouse and Grain Dealer Examiner.
- Graduation from an accredited four-year college or university with a degree in law enforcement, corrections, criminology, police science, accounting, finance, or law, and experience equal to one year of full-time work in the administration of a program involving application of agency unemployment insurance or public assistance benefit programs, correctional rules and regulations, and/or court or administrative hearings processes.
- Graduation from an accredited four-year college or university with a degree in law enforcement, corrections, criminology, police science, accounting, finance, or law, and experience equal to one year of full-time work as an investigator requiring knowledge in law enforcement, corrections, or criminal investigation.
Some positions in this class may require an applicant to have the ability to pass a background investigation.
