Class Concept

Minimum Qualifications:
Bachelor's degree in Accounting, Business or Public Administration, Criminal Jusitice, or related field; supplemented by three years of experience in performing internal investigations within a business setting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Certified Fraud Examiner (CFE) preferred. Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to perform professional investigative work for the Office of the County Auditor. This position will serve as the County's Coordinator for all whistleblower complaints and allegations. This position will serve as
the liaison between the identified vendor and be responsible for the intake of complaints, tracking, monitoring and investigating complaints, case management, making recommendations for improved internal controls and providing recommendations for complaint resolution or escalation based on findings and writing reports.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Develop, coordinate, manage, and serve as the liaison for the Whistleblower Fraud Hotline for Fulton County, including developing an in-take process, drafting procedures for processing complaints and resolving complaints and mitigating and reducing excessive use, misuse, fraud, and/or waste; and drafting and maintaining provisions of the Whistleblower policy; and tracking and monitoring all complaints.

Investigate complaints, including making internal control recommendations and providing resolutions to complaints; recommend escalation of complaints for ethical violations, violations of county policies and/or criminal investigation based on the findings and outcomes of investigations; minimize incidents of fraud, waste, and abuse through monitoring; and audit and review Fulton County Departments/Agency activities as needed.

Provides technical assistance and training to county employees related to the Whistleblower Program and Complaint filing; Provides continuous improvement planning, program development and advisory, writing and reviewing, strategic planning).

Collects and analyzes information and prepare and distribute statistical reports related to Whistleblower complaints; Prepares and distributes educational and training material to county employees.

Prepares investigative reports, draft assessment summaries and present oral briefings to senior management.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including financial documentation, program rules and guidelines, departmental and program self-surveys, and data forms; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including surveys, mid-year and annual reports, and financial and administrative analysis; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates or uses various equipment and supplies in order to complete work assignments: operates and maintains a motor vehicle; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with County Manager, County department heads, supervisor, other employees, program administrators, third party service contractors, laborers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
