Job Description
Duties Summary

Performs selected assignments requiring the application of the policies, techniques, procedures, guidelines, and work processes pertinent to the County's recycling and waste reduction programs; assists in a variety of assignments ranging from simple to moderately complex in the coordination and implementation of recycling and waste reduction programs; and performs other related duties as required.

One (1) immediate permanent full-time vacancy with the Department of Environment Management - Solid Waste Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Disseminates pertinent materials to schools, community groups, and associations.
  • Conducts research; compiles and evaluates data and statistics.
  • Processes registration forms and license applications.
  • Prepares correspondence and reports.
  • As competency is gained, assists with organizing, implementing, and monitoring the more difficult and complex recycling and waste reduction programs.
  • Under close supervision and following specific instructions, organizes, develops, implements, and monitors routine existing and proposed recycling and waste reduction programs, demonstration projects, and educational and promotional activities.
  • Conducts routine feasibility and system design studies.
  • Establishes and maintains databases related to routine recycling and reduction projects and programs.
  • Responds to routine recycling related queries from businesses, community organizations, and the general public.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:

  • Graduation from an accredited college or university with major work (baccalaureate degree) in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field (attach a copy of your official college transcript to your application), and
  • Possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at the time of filing. You will be required to submit a valid driver's license at the time of hire.
  • Six (6) months of experience in the implementation and coordination of a recycling, waste reduction, waste recovery, or comparable program, and

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: trends and developments in recycling; principles of psychology and human behavior; government and community organizations and functions; principles and techniques in preparing informational and education materials; publicity methods and media; research methods and techniques; report writing.


Ability to: develop and coordinate recycling information, education, and promotion activities and programs; communicate effectively orally and in writing with various segments of the public; develop and maintain effective working relationships with various private, governmental and community organizations; evaluate programs and recommend improvements; understand, interpret, and apply laws and regulations; prepare analytical reports with recommendations.
