Definition

Under administrative direction, manages activities and services to recruit and support international students; develops and implements strategic outreach plans to attract international students; serves as the Principal Designated School Official (PDSO) and primary point of contact for the Department of Homeland Security’s (DHS) Immigration and Customs Enforcement (ICE) agency, utilizing the Student and Exchange Visitor Information System (SEVIS) with responsibility for ensuring the legal compliance, institutional certification, and successful enrollment of F-1 visa international students; and performs other related duties as assigned.

Supervision

Works under the direct supervision of the Dean, Student Services.

Supervises classified staff, faculty, temporary, and/or student employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties and responsibilities are typical of those performed by incumbents in this classification.

  • Ensures counseling services for international students meet ICE/SEVIS requirements.
  • Oversees and directs the processing of international student applications, including timely application reviews, evaluations, and final admission decisions; ensures completion of required immigration documentation to enroll in a program of study in the United States.
  • Supervises department employees; assigns and monitors employee’s work and evaluates employee performance; trains employees; participates in employee selection.
  • Handles and resolves conflicts and issues and reports complaints as appropriate.
  • Analyzes and interprets data; prepares, reviews, and/or approves documents and reports.
  • Monitors and reviews programs and/or operations for legal compliance.
  • Serves as the PDSO within the immigration tracking system with responsibility for ensuring the legal compliance, institutional certification and successful enrollment of international students. Monitors student status, maintains records, submits reports and documents, and prepares for and facilitates audits for ICE and the college as needed.
  • Develops and implements strategic outreach plans to attract international students; markets the District internationally and recruits international foreign students utilizing both domestic and overseas education partners, language schools, professional associations/organizations, non-profit organizations, government embassies/consulates, and advertising tools such as education websites and social media; responds to inquiries from prospective students and agents.
  • May participate and/or chair campus committees and task forces.
  • Manages activities and services that recruit and support international students; develops and directs activities to provide or coordinate supportive services related to admission and enrollment, application processing and evaluation, immigration advising, academic counseling, new student orientation, and programming activities; administers a mandatory health insurance plan.
  • Coordinates and oversees the implementation and modification of technology.
  • May direct and/or conduct surveys and special studies; may maintain statistics.
  • Recommends, monitors, and/or administers budgets for assigned areas; oversees and administers budget allocations and procurements for all assigned funds as appropriate; analyzes and reviews budgetary and financial data.
  • Coordinates the development and implementation of short- and long-term strategies and plans, including the program review process.
  • Coordinates the development, implementation, and establishment of policies, processes, and procedures for applicable area(s); monitors and evaluates program, operational, departmental, and/or service quality; may recommend, develop, and implement quality improvement assessment tools and/or methods with administration and/or regulatory agencies.
  • Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment.
  • Plans and implements outreach programs, travel, and events designed to recruit students, locally and overseas functions; develops promotional and recruitment materials, correspondence, advertisements, webpages, content, and international application packets.
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

The education, training, and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties.

Education and Experience

Bachelor’s degree from an accredited college or university.

Five (5) years of student services experience, including three (3) years coordinating international student services programs and one (1) year supervisory experience.

Licenses/Certifications/Other Requirements

  • Prepare and deliver presentations.
  • Demonstrate a sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.
  • Identify needs, analyze problems, and provide recommendations and/or alternative solutions.
  • Manage the maintenance of records.
  • Establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work.
  • Stay abreast of information, trends, and theories applicable to areas of assignment.
  • Utilize standard office software and equipment.
  • Manage and prioritize work, projects and/or programs within established deadlines

Additional Information

Salary
Starting salary: Step 1 $8,133 to Step 3 $8,962 per month, based on training and experience

Salary range: Step 1 $8,133 to step 11 $13,622 per month (including longevity steps)
