Job Description
Summary About the Position: This position is located in the Portland District, Engineering and Construction Division (ENC), Technical Resources Branch. The diverse and professional workforce of this provides services for ENC project and operating budget actions and oversees the Architect-Engineer and Professional Services requirements in support of the District's technical mission and executes the District Value Engineering program and the ENC ISO certified Quality Management System. Responsibilities Planning, organizing, maintaining, and coordinating an effective District-wide Value Engineering Program. Executing the Value Engineering Program in accordance with the principles, application, and management of Value Engineering as it applies to the District's programs by utilizing District, regional, enterprise, or contract resources. Serving as District Value Officer (DVO) and lead the Value Management Office (VMO), ensuring actions and activities of the Value Management Program are completed and recorded by qualified individuals. Serving as the District Value Officer, applying Quality Management System (QMS) measures to the Value Studies for implementation and monitoring of the International Organization for Standardization (ISO) 9001:2015 certified QMS. Implementing and maintaining the Portland District's Project Development Business Processes (PDBP) related specifically to the Project Delivery Processes. Selective placement Factor: Must possess and maintain registration as a Professional Engineer, Architect, or Geologist. *IN ADDITION TO MEETING THE BASIC REQUIREMENT IN THE EDUCATION SECTION FOR THE DISCIPLINE(S) FOR WHICH YOU ARE APPLYING FOR, YOU MUST ALSO MEET THE SPECIALIZED EXPERIENCE LISTED BELOW TO QUALIFY FOR THIS POSITION * Specialized Experience (GS-12): One year of specialized experience which includes 1) preparing Architect-Engineering (A-E) Contracts for negotiation; 2) preparing design and construction schedules; 3) preparing design plans and specifications for construction projects; 4) tracking expenditures for program activities against annual budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience (GS-13): One year of specialized experience which includes 1) developing and negotiating Architect-Engineering (A-E) Contracts; 2) preparing design and construction schedules; 3) preparing design plans and specifications for construction projects; 4) monitoring A-E or construction contracts progress to include preparing reports on project status, issues or trends; 5) developing annual budgets and tracking expenditures for program activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Basic Requirement for Engineering Disciplines: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education. (Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.) Basic Requirement for an Architect: A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. Basic Requirement for a Landscape Architect: A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design. OR B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
