NROU is comprised of the Talent and Organizational Development (TOD) team, the Learning Innovation Center (LINC), and the Office of the Chief, NRO University. NROU is a part of the NRO Office of Human Resources (OHR) and collaborates with other OHR groups and the agency's independent training providers and stakeholders to engage, grow, and empower the NRO workforce.


The Talent and Organizational Development (TOD) team specifically provides resources and learning opportunities for NRO employees to build their leadership and business acumen. TOD staff works closely with students, supervisors, and leadership to deliver high quality learning programs in classroom, virtual, and blended learning formats. TOD also delivers assessments, provides customized facilitation and organizational development programs, and manages the Coaching, Mentoring and Orientation program across the NRO Enterprise.


The holder of this position needs to be a self-directed and self-motivated officer who will serve as one of the Talent and Organizational Development (TOD) program leads, instructors, and facilitators with the primary responsibility of overseeing and managing the delivery of some of the highest visibility, high value programs within TOD for senior leaders including one in the Flagship series. The Flagship series is a professional and organizational development initiative that supports the NRO mission, workforce and changing business objectives. It was stood up to equip the NRO with sound leadership and management practices and ensures a steady pipeline of ready-now leaders. The Flagship Series includes distinct courses, each designed to meet the needs of the NRO workforce at various points in their careers.


We are seeking an innovative, talented, creative, and energetic officer to serve as a TOD instructor, facilitator and program manager for Leadership training for senior officers where your enthusiasm will help drive the future direction of leadership and management programs and foster an environment of professional learning and development at the NRO. These new leadership development programs will help prepare diverse groups of high-performing senior NRO cadre officers for leadership roles of increasing complexity. This position requires strong end-to-end program management skills, facilitation/instruction, assessment skills, with the demonstrated ability to organize and manage competing priorities and collaborate and influence across functions and stakeholders. It also requires an understanding of challenges senior GG-15 and DISL/DISES officers face on a daily basis and the ability to create rich and engaging adult learning experiences that change behaviors and create better leaders. The successful candidate will work closely with a talented and high performing team of contract Instructional Systems Designers/Administrators while also contributing to other programs at NRO University.

What You Will Be Doing


In your role as a Talent and Organizational Development instructor, facilitator and program lead you will:


  • Effectively lead/assist with the design, development, implementation, and continuous improvement of programs and/or interventions using a variety of delivery and coordination approaches.
  • Successful development and implementation of these programs requiring collaborating and partnering with functional leaders, their representatives, other workforce members, other agencies, contractors, and vendors.
  • Work closely with NROU team members, customers, leadership teams, HR specialists, Career Field Managers, contract Instructional Designers/Administrators and other Intel Educators to develop/deliver a variety of leadership programs, assessments, customized, and standardized courses to meet the needs of the NRO.
  • Oversee the end-to-end planning, delivery and assessment of courses. You will be responsible for coordinating with the Directorates and Offices to nominate students, and advertise the programs.
  • Oversee the logistics, pre-and-post-course communications with the students and the delivery of each module and speaker for the courses. As a member of TOD, you will also help other team members with their robust programs including but not limited to tailored facilitation, business acumen programs, and open enrollment classes, as needed.
  • Leading/assisting with key initiatives and programs to support the progress and development of both employees and the organization, including processes, tracking, reporting, implementation and continuous improvement
  • Work closely with NROU Management, the NRO Learning Advisory Board, and the Office of Human Resources to meet NRO's strategic goal to “Maintain a highly motivated, dedicated, and diverse workforce” and to “Develop and cultivate NRO unique skill sets that will advance mastery and purpose” through leadership, management, and professional assessment, training and development programs at the NRO.


What You Need


  • Experience instructing/facilitating, designing and developing end-to-end leadership programs.
  • Experience in establishing and executing planned budget transactions throughout the fiscal year.
  • Demonstrated ability to listen to and adopt ideas and solutions from team, colleagues, and senior management.
  • Familiarity with professional literature on senior leadership development, associations, and communities on assessments, training, facilitation, mentoring, leadership, management, employee development, and group/team dynamics.
  • Ability to work across organizational boundaries to exercise influence and communication skills to drive toward common goals.
  • Team-building skills and experience developing or mentoring officers at all experience levels to contribute maximally to mission needs.
  • Passion for the professional development of others.
  • A self-starter with a demonstrated ability to work independently to analyze data, prioritize tasks, identify problems, propose alternative solutions, and facilitate resolutions.
  • Excellent judgment, trusted decision making, and ability to recommend and articulate sound policy and procedural options to stakeholders.
  • Strong oral, and written communication skills adaptable to a wide range of audiences; polished briefing skills, and proven ability to provide customer-centric service.
  • Experience as a program manager particularly managing high –profile professional and organizational development-related programs.
  • Some experiences as a facilitator for intact teams, cross-functional teams, and leadership off sites.
  • Demonstrated ability to organize, research, and present leadership learning findings, assessments, and recommendations in verbal and written form.
  • Thorough knowledge of program evaluation functions and methodologies.
  • Proven track record of leading projects/people and delivering results.
  • Demonstrated excellent ability to assess requirements and develop innovative learning solutions.
  • Demonstrated leadership skills, experience and behavior that model NRO and IC values.


Desired Qualifications


  • Experience with developing and running a program from scratch.
  • Experience with leadership training for senior officers and a clear understanding of how they are leveraged to impact professional and organizational performance.
  • Instructor/facilitator certification/equivalent or willingness to obtain NRO Instructor or outside facilitator certification upon arrival.
  • Certification in Strengths Finder, Disc, and other personality, leadership, and 360 degree feedback assessments, including providing interpretation, feedback, and bridge to additional professional development activities and initiatives.
  • Familiarity with the NRO mission and environment.


Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.   • This position is a Senior/Expert Level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.
